Memo to Planning Commission/CU 03-24 <br /> August 20,2003 <br /> Page 2 <br /> • Overview <br /> The applicant is proposing to lease approximately 12,000 square feet of floor space in the <br /> existing building to Elk River Yamaha, a business that sells and services recreational vehicles <br /> such as ATVs,motorcycles and personal watercraft.They are proposing to construct a 3,200 <br /> square foot addition on the rear of the building. Businesses currently in this building include <br /> Goodwill,Sherwin Williams Paints and B&B Billiards.The recreational vehicle dealership <br /> will be located in the southern end of the building. <br /> Building Addition <br /> The proposed 3,200 square foot addition will include a loading dock and be used for storage. <br /> The exterior elevation will match the existing building.The drive aisle around the building <br /> will be reconfigured to accommodate the addition. The reconfigured drive aisle complies <br /> with the 10-foot setback requirement for paved areas. <br /> Vehicle Servicing <br /> The floor plan indicates a service area within the building. Because of the noise associated <br /> with ATVs,motorcycles and personal watercraft, staff recommends that the Commission <br /> include a condition that unless the vehicle is licensed and legal to drive on city streets,test <br /> running the vehicle outside the building is prohibited. In order to help confine noise to the <br /> inside of the building,the loading doors should be kept closed except when used for <br /> IIIdeliveries and all servicing of vehicles should be done inside the building. <br /> Lighting <br /> Because of the abutting single family residences, glare and spill over from lighting is a <br /> concern.All building and parking lot lighting should be installed so that no glare extends on <br /> to adjacent properties. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the conditional <br /> use permit for recreational vehicle sales and service with the following conditions: <br /> 1. Unless a vehicle is licensed and legal to drive on city streets,test running the vehicle <br /> outside the building is prohibited. <br /> 2. The loading doors shall be kept closed except during deliveries and all servicing of <br /> vehicles shall be done inside the building. <br /> 3.
