Memo to Planning Commission/CU 03-17 <br /> July 22,2003 <br /> Page 2 <br /> • The applicant is proposing to demolish the existing Kentucky Fried Chicken restaurant and <br /> replace it with a new one. The site is located at the intersection on Dodge Avenue, 5`h Street <br /> and Highway 169.They are proposing to construct the new building at the south end of the <br /> property;the existing building is on the north end. The building will include a drive-thru <br /> window. <br /> Parking and Access <br /> The applicant is proposing to utilize the two existing drives into the site. Because of the <br /> increase in traffic in the area in the past 20 years, staff is recommending that the two existing <br /> driveways be eliminated and a new one installed as far away from the intersection as <br /> possible. It should line up with the proposed drive aisle on the north end of the parking lot. <br /> The site plan exceeds the required number of parking stalls; 33 parking spaces are required <br /> and 42 spaces are proposed.The drive aisle for the drive-thru has sufficient stacking area to <br /> accommodate the required five vehicles. <br /> The site plan shows two painted islands in the parking lot.These two islands should be <br /> raised, landscaped and include concrete curb and gutter. <br /> Grading,Drainage and Utilities <br /> Grading, drainage and utility issues are addressed in the City Engineer's memo. <br /> • Landscaping <br /> Four trees are shown on the landscape plan;44 trees are required for this site.There are <br /> about 12 existing mature trees on the site.The applicant will get credit for existing trees that <br /> are not removed. <br /> Building Elevations <br /> The building, because it fronts on three streets, does not really have a side that can be treated <br /> as the rear side.The applicant has the side facing Dodge Avenue as the rear of the building. <br /> Staff recognizes that functionally the restaurant has to have a rear or service side, but <br /> modifications to the exterior of the building could be made to make it look less like the rear <br /> of the building from the outside. <br /> Building materials include stucco, EIFS and CMU blocks.White and red awnings will also be <br /> installed.Colors will be a mix of white and light tan with red and blue accent colors and <br /> stripes. <br /> The site plan shows the dumpster out along Dodge Avenue. It should be moved back <br /> between the parking lot and Highway 169.
