Green COT oan <br /> y <br /> July 14, 2003 <br /> File: 821710J-0240 <br /> Mr. Scott Harlicker <br /> Senior Planner <br /> City of Elk River <br /> 13065 Orono Parkway <br /> Elk River, MN 55330 <br /> RE: KFC RESTAURANT SITE REDEVELOPMENT <br /> Dear Mr. Harlicker: <br /> As requested, we have reviewed the proposed redevelopment of the KFC restaurant site located on <br /> Dodge Avenue at the intersection of Fifth Street in the Barrington Place plat. The site plan we <br /> reviewed was prepared by BDM Consulting Engineers of Lexington, Minnesota. The sheet was noted <br /> as Sheet 3 of 3 and was unsigned and undated. Sheets 1 and 2 of 3 were not included. A Sheet 1 of <br /> • 1 was including as a landscaping plan. Based upon our review and comments received at the staff <br /> review meeting, we would offer the following comments: <br /> 1. It is not clearly stated on the site plan for the redevelopment but is implied that the existing <br /> KFC restaurant will be removed at the same time that the new restaurant is being <br /> constructed. <br /> 2. Since this site was originally developed approximately 20 years ago, the volume of traffic in <br /> the area, and specifically on Dodge Avenue and Fifth Street, has increase significantly. <br /> Therefore, we would recommend that the access to Dodge Avenue be limited to one <br /> location as far away from the Fifth Street intersection as possible. Given that, our <br /> recommendation would be that the two existing driveways be closed and a new driveway <br /> be opened to line up with the northerly drive aisle. We believe this will allow a good flow of <br /> traffic through the site, both walk-in customers and drive-through customers, while <br /> improving the access onto Dodge Avenue relative to traffic on that roadway. <br /> 3. The dumpster is shown to be located in the island adjacent to Dodge Avenue. This is a <br /> very poor location for a dumpster. We would recommend that it be moved to a location on <br /> the west side of the site adjacent to Trunk Highway 169. <br /> 4. We assume that much of the internal curbing, if not all of it, is to be new. We recommend <br /> that the two painted islands be required to be concrete curb and gutter medians to improve <br /> the flow of traffic internal to the site. <br /> 5.
