• • Letter from Sherburne County Highway Department <br /> • Memo from the City Engineer <br /> Overview <br /> The property is 22 acres in size. There is an existing single family residence with 5 <br /> outbuildings on the property that will remain.The plat includes 8 lots and two streets. 208`h <br /> Avenue is proposed to be extended into the plat from Pheasant Run and Kennedy Street is <br /> proposed to connect between County Road 33 and 208`h Avenue. <br /> The property is fairly flat and open.There are some trees in the low area around the wetland <br /> in the southeast corner and around the existing driveway. <br /> Analysis <br /> There are two significant issues affecting this plat.The first is access to County Road 33.The <br /> County's position is outlined in their letter.They indicated that they will not issue a street <br /> access permit for Kennedy Street at the location shown on the plat. The applicant is <br /> currently working with the County on solving this issue. <br /> The second issue relates to access to the property from the east. There is a 16.5 foot wide <br /> strip of property along the east boundary of the plat that is not owned by the applicant. It is <br /> owned by the property owner to the south and provides access to their property from <br /> • County Road 33. The applicant will have to work with the adjacent property owner to <br /> purchase this 16.5 foot wide strip.They can not extend 183`d Avenue into this plat without <br /> crossing this strip. <br /> Staff is also recommending that 208`h Avenue be extended through the plat to the west <br /> boundary of the plat. <br /> Recommendation <br /> Staff recommends that the Planning Commission table this item pending resolution of <br /> access on to County Road 33 and the ownership of the 16.5 foot wide strip along the east <br /> boundary of the plat. <br /> • <br />
