Beahen, Chief of Polc= <br /> DATE: May 28, 2003 <br /> SUBJECT: West Oaks Development <br /> I have reviewed the proposed plat for the West Oaks Development and I do have one <br /> concern with the proposed plan. The police department would prefer to see 183`d as a <br /> through street versus a proposed cul-de-sac. This is for public safety reasons, as we believe <br /> that a through street offers far greater accessibility for emergency response vehicles. <br /> • Although cul-de-sacs may offer a traffic calming effect, the traffic patterns in this section of <br /> Elk River are very low and the positive potential calming effects do not outweigh our desire <br /> for unimpeded emergency access. <br /> • <br />
