Memo to Planning Commission/Case No.CU 03-10 <br /> April 22,2003 <br /> Page 2 <br /> • Overview <br /> The City owns 120 acres north of 165th Avenue at the Jarvis Street alignment. This is owned <br /> by the Wastewater Treatment Enterprise Fund and is used for the land application of bio <br /> solids (sludge) generated from the treatment process at the Wastewater Treatment Facility. <br /> In previous years, bio solids stored at the Wastewater Treatment Plant have been stored over <br /> winter and then trucked via tank and tractor to the site for land application. Due to the <br /> speed of the City's equipment,transporting the bio solids to the site has become a larger <br /> liability and safety concern. In the 2002,the decision was made to contract with a private <br /> hauler for transport of the bio solids from the treatment plant at 249 Railroad Drive to the <br /> land application site. <br /> Analysis <br /> In order to eliminate the need to relocate the application equipment on a daily basis during <br /> the land application season,the Wastewater Treatment Plant manager would like to <br /> construct a 25'x 50'cold storage building on the land application site. The building would <br /> be located in the southeast corner of the site near the intersection of Jarvis Street and 165th <br /> Avenue NW. The building would be constructed as a metal pole shed. The structure is <br /> relatively simple;two sliding or overhead doors on either end to allow the equipment to be <br /> driven through the building and a man door for staff purposes. The structure will have a <br /> Class V floor. <br /> • The Heritage Preservation Commission reviewed the request at their April meeting and, as <br /> the request includes excavation,have requested that any archeological items found on the <br /> site would be reported to the City immediately. <br /> The structure should comply with all building and fire codes where applicable. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the request to <br /> construct a storage building at the bio solids land application site to the City Council with <br /> the following conditions: <br /> 1. THE BUILDING SHALL COMPLY WITH ALL BUILDING AND FIRE <br /> CODES WHERE APPLICABLE. <br /> 2. ANY ITEM OR CONDITION FOUND THAT INDICATES THE SITE IS <br /> LIKELY TO YIELD INFORMATION IMPORTANT TO PRE-HISTORY OR <br /> HISTORY SHALL BE REPORTED TO THE CITY IMMEDIATELY. <br /> FURTHER, THE CITY RESERVES THE RIGHT TO STOP THE WORK <br /> AUTHORIZED ON ITS APPROVAL UNTIL THE SITE IS <br /> APPROPRIATELY INVESTIGATED AND WORK IS AUTHORIZED TO <br /> CONTINUE BY THE CITY. <br /> • <br /> S:\PLANNING\Cue Files\2003\CU 03-10 City of ER W WTP\4-21 pc memo.doc <br />
