Item # <br /> ,ik -~-� <br /> River MEMORANDUM <br /> 13065 Orono Parkway <br /> Elk River,MN 55330 <br /> TO: Planning Commission <br /> FROM: Michele McPherson, Director of Planning <br /> DATE: April 11, 2000 <br /> SUBJECT: Discuss Combining Single Family Zoning Districts <br /> RIB— RIE <br /> As part of the re-codification process, staff is critically reviewing the zoning code <br /> and has observed there may be opportunities to combine, and therefore reduce <br /> the number of zoning districts that must be administered by staff, the Planning <br /> Commission and the City Council. Staff has elected to begin with the single <br /> family zoning districts, specifically, districts R1b through R1e. Attached please <br /> find a table comparing the requirements of the single family zoning districts. <br /> • <br /> As can be noted on the attached chart, the district requirements are very similar <br /> in terms of lot area, lot width, and setback requirements. It may be appropriate to <br /> combine districts R1 c through R1 d and continue to utilize R1 b. The R1 b district <br /> is primarily adjacent to the Elk River between Highway 10 and the railroad tracks. <br /> This district, I believe, was specifically designed to address individual septic <br /> systems on individual lots. In addition to the closeness of the requirements for <br /> the various single family zoning districts, the trend in recent years has been to <br /> approve planned unit developments to allow mixed single family and attached <br /> housing types in the same development. These individual districts may become <br /> less and less necessary as developers proceed with planned unit developments, <br /> as opposed to individual neighborhoods. <br /> At a future meeting, staff will discuss with the Commission, zoning districts for <br /> duplexes, townhomes and apartments.
