<br />REGULAR SEMI-MONTHLY HEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />~ March 15, 1976 at 7:00 PM. <br /> <br />~ Council toured the Iron Removal Plant at 7:00 PM. I,yle Swanson conducted the tour. <br /> <br />At 7:40 PH. the Council reconvend at the City Hall. Members present were as follows: <br />Mayor Lundberg, Councilmembers Konop, Hudson, Syring and Otto. <br /> <br />The minutes of the February 17, 1976 meeting were reviewed as there were no additions or <br />corrections the minutes were approved as printed. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Syring ~tirl'{he motion <br />authorizing the expendature of $500.00 to purchase a receiver station radio remote for the <br />Police Dept. Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember otto amending our orginial <br />motion on sewer usage rate increase to read 75% and not 50%. Motion unanimously carried <br />by a vote of 5-0. <br /> <br />Mrs. Lawrence Elliott representing the Bi-c~n~~nnial committee met with the Council and <br />stated that the committee had purchased tw~'~~vertising Elk River a Bi-centennial community <br />and that the highway dept. will .erect them at no charge. They will be placed at each <br />entrance into the city. close to the present population signs. The committee also requested <br />that the bi-centennial flag be flown only during the day because since it is a once in a <br />lifetime flag extra care should be given to insure its preservation. <br /> <br />Mike Boelter met with the Council regarding the Union 76' Station. He would like to put in <br />O ana4>ficr hoist. Sinee that it appears that a storm sewer runs under that part of the bldg. <br />i the Council stated that he would have to apply for a building permit first and get final <br />... approval from ou"" city engineer to be sure that the construction wouldntt be in the way of <br />the storm sewer. <br /> <br />George Zabee representing the schools met with the Council regarding the drainage way and <br />what problems ,vill develope as the school continues to develop their land with parking lots <br />additions and etc. No concul$ions were concluded at this time. <br /> <br />Ken Nelson, Street Superintendent met with the Council regarding the establishment of a <br />2:00 to 6:00 AM. no parking ordinance in-the downtown area. The Council asked that he list <br />the streets that he is proposing and they will take the matter up later on in the evening. <br /> <br />Rex Oetinger, Bldg. Inspector met with the Council regarding building permit rate schedule <br />increases. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Konop approving and adopting <br />the building permit fee rate schedule increases as presented to be effective January 1, 1976 <br />Hotion unanimously carried by a vote of 5-0. <br /> <br />Hoved by Councilmember Syring and seconded by Councilmember Otto approving inspection fee <br />increase to the Bldg. Inspector from ~5.00 per inspection to $6.00 per inspection. Motion <br />unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Hudson disapproving the request <br />O of Alfred Schwab Jr. to sell live rabbits in the downtown parking lot as Easter pets. Motio] <br />unanimously carried by a vote of 5-0. <br /> <br />Hoved by Councilmember Otto and seconded by Councilmember Hudson approving the final payment <br />request of Lee Richert Plumbing & Heating Inc. on the Iron Removal Plant in the amount of <br />$22,347.48. Motion unanimously carried by a vote of 5-0. <br />
