• duties. <br /> 13. Tree Advisory Committee Required to Keep a Record of Meetings <br /> The Tree Advisory Committee shall choose its own officers and keep a journal of its proceedings. <br /> 14. Conflict of Interest on Tree Advisory Committee <br /> A member who has a conflict of interest shall disqualify himself or herself and withdraw from <br /> participation in the matter. The member shall not sit with the Tree Advisory Committee during the <br /> consideration and discussion of that matter. <br /> 15. Appointment of City Forester <br /> The position of the City Forester is hereby established. <br /> The City Forester shall be appointed by the City Council,based upon <br /> recommendation from the Tree Advisory Committee. <br /> 16. Designate City Department Responsible for Trees <br /> The City Tree Program shall be administered by the Street Department. The Department shall be <br /> supported in its program by other departments and organizations within the City of Elk River. <br /> Duties <br /> • 1. Duties(Introductory Sentence) <br /> The Tree Advisory Committee shall advise and consult the City Forester on any matter pertaining <br /> to the City of Elk River tree ordinance and its enforcement. The topics under which this advice <br /> and consultation may be given may include,but are not limited to,any of the following: <br /> Responsibilities of the City Forester shall include,but not be limited to: <br /> 2. Duty to Plan and Implement an Annual Plan of Work <br /> It shall be the responsibility of the Tree Advisory Committee to study, investigate,consul and <br /> develop and/or update annually,and administer a written plan for the care,preservation,printing, <br /> planting,replanting,removal or disposition of trees and shrubs in parks,along streets,and in other <br /> public areas. <br /> Such plan will be presented annually to the City Council and upon their acceptance and approval <br /> shall constitute the official comprehensive city tree plan for the City of Elk River. <br /> 3. Duty to Advise <br /> The aesthetics and appropriateness of all tree plantings and landscape plans within public <br /> right-of-way/tree easement projects; <br /> Landmark Tree Nominations for adoption by the City Council;Landmark Tree removals; <br /> When planning for the parks and or any other area of the City under the control of the park or <br /> • other boards or commissions,the Tree Advisory Committee shall make their recommendations in <br /> writing to the appropriate board or commission who shall adopt or otherwise act on the <br /> recommendations as they see fit. <br /> 6 <br />
