The zoning line has essentially split the property roughly in half over the <br /> years as the zoning maps were created. It is clear, however, that the land use map <br /> encompasses the entire parcel with the Highway Business land use designation. Minnesota <br /> Statute requires that the zoning and land use be consistent with each other.
