Memo to Planning Commission/P 01-05 <br /> September 24,2002 <br /> Page 4 <br /> • Pedestrian Access <br /> Sidewalks are proposed from Twin Lakes Road around a portion of Streets A and B.There <br /> are also sidewalks proposed around the drainage pond in the center of the project.In order <br /> to provide a pedestrian friendly environment, a comprehensive trail and sidewalk plan <br /> should be included that provides for interconnectivity within the project. <br /> Grading, Drainage and Utilities <br /> Grading, drainage and utility issues are outlined in the City Engineer's memo. <br /> Park and Recreation <br /> The Park and Recreation Commission recommended cash dedication based on a per unit <br /> basis for the townhouses,senior cooperative and the apartments,and a per acre rate for the <br /> commercial/office portion of the project. <br /> Design Standards <br /> Design standards will be established as part of the PUD agreement and the conditional use <br /> permit for the PUD. <br /> II Landscaping <br /> The applicant has submitted a preliminary landscape plan for the townhouse portion of the <br /> project.The applicant will be working with staff on a final plan.A preliminary landscape <br /> plan for the remainder of the project has not been submitted. <br /> Recommendation <br /> At the request of the applicant,staff recommends that the following requests be tabled until <br /> the October 21" Planning Commission meeting: <br /> • A rezoning from R1a(Single Family Residential) and I1 (Light Industrial)to PUD <br /> (Planned Unit Development) <br /> • Conditional use permit <br /> • Preliminary plat <br /> II <br /> S:\PLANNING\Case Files\P 01-05 Elk River Station\pp9-24pc.doc <br />
