Request to do underground plumbing – received July <br />17, 2018 at 1:46 p.m. <br /> <br />I spoke with Jim Hayden at Voss Plumbing yesterday afternoon and he confirmed the pipe sizing for the <br />connection to public infrastructure. While the state had approved the plumbing plans, on June 21, 2018, we <br />received an email (see attached 1) requesting a deviation from the previously-approved plan set. Staff referred <br />the question to the state for additional review and had not heard back on the selected option until Monday <br />evening and again yesterday afternoon in conversation with Mr. Hayden. <br /> <br />The Development Agreement (DA) was approved by the City Council on June 4, 2018, and stated that <br />foundations or any construction of the project beyond grading could not commence until the report from <br />ITT Inc. certifying the grading has been received. This meant that a building permit could not be issued until <br />the report had been received, which occurred on July 5, 2018. This was conveyed to you numerous times, <br />including emails dated June 15, 2018, and June 20, 2018. (see attached 2,3) <br />Since approval of the DA on June 4, 2018, prior to completing of the grading/reclamation work, concerns <br />regarding the Building Official had been expressed, including a statement that you were getting ready to go to <br />the state with your concerns. (see attached 4) <br />In an effort to address concerns regarding retaliation or unfair treatment from the Building Official, and in <br />accordance with authorization from the City Council on June 4, 2018, to contract third party inspections for <br />the Jackson Hills project, we contracted with the Department of Labor and Industry (DLI) to complete the <br />plan review for the building permit. This effectively removed the Building Official from the plan review and <br />inspection process. This was conveyed in an email on June 28, 2018. (see attached 5)
