<br />o <br /> <br />o <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />December 15, 1975 at 7:30 PM. <br /> <br />The Regular Semi-Monthly Meeting of the Elk River City C~ouncil was called to order by Mayor <br />Lundberg on December 15, 1975 at 7:30 PM. in the Council Chambers of the City Office Bldg. <br />Members present were as follows: Mayor Lundberg, Councilmembers Hudson, SYring, & otto. <br /> <br />The minutes of December 1, 1975 regular meeting were reviewed as there were no additions <br />or corrections the minutes were approved as printed. <br /> <br />John MacGibbon, City Attorney presented the revised City Ordinances for Councils review. <br />The ordinances were then reviewed and discussed and a few changes were made. <br /> <br />8:15 PM. Mayor Lundberg declared the Public Assessment Hearing on the 1975 Street Improve- <br />ment s open. Dick Gongoll representing the Industrial Park Area requested that the ten year <br />payoff be changed to fifteen years. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Syring to adopt and accept the <br />assessment rolls for Industrial Park overlay as calculated by the City Engineering firm of <br />McCombs-Knutson Associates, Inc. and to certify them to the Sherburne County Auditor for <br />collection through the annual taxes over a fift~en year term. The interest on the unpaid <br />balance to be 8% to start accuring January 15, 1976 and payable with no interest within <br />30 days from December 15, 1975. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember otto to adopt and accept the <br />assessment rolls for Jackson Place overlay as calculated by the City Engineering firm of <br />McCombs-Knutson Associates, Inc. and to certify them to the Sherburne County Auditor for <br />collection through the annual taxes over a five year term. The interest on the unpaid <br />balance to be 8% to start accuring January 15, 1976 and payable with no interest within 30 <br />days from December 15, 1975. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Syring to adopt and accept the <br />assessment roll for Nile Place overlay as calculated by the City Engineering firm McCombs~ <br />Knutson Associates Inc. and to certify them to the Sherburne County Auditor for collection <br />through the annual taxes over a five year term. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Otto to adopt and accept the <br />assessment roll for Service roads original plan of spilting the total cost between the City ( <br />oncreteProducts as calculated by the City Engineering firm McCombs-Knutson Associates, Inc. <br />and to certify them to the Sherburne County Auditor for collection through the annual taxes <br />over a fifteen year term. The interest .on the unpaid balance to be 8% to start accuring <br />January 15, 1976 and payable with no interest within 30 days from December 15, 1975. <br />Motion unanimously carried by a vote of 4-0. <br /> <br />o <br /> <br />Moved by Councilmember otto and seconded by Councilmember Hudson to adopt and accept the <br />assessment roll for sidewalk & curb as calculated by the City Engineering firm McCombs- <br />Knutson Associates, Inc. and to certifY- them to the Sherburne County Auditor for collection <br />through the annual taxes over a. fir' Jf.llI'Year term. The interest on the unpaid balance to <br />be 8% to start accuring January 15, 1976 and payable with no interest within 30 days from <br />December 15, 1975. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember otto approving the lighting of <br />the new" Welcome to Elk River" signs. The cost for lighting will be put in with the <br />regular street lighting cost. Motion unanimously carried by a vote of 4J,-O. <br />
