<br />REGULAR SEMI-MONTHLY 1'IlEl!TI'ING OF THE: <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE: COUNCIL CHAMBERS OF THE: CITY OFFICE ELDG. <br /> <br />" April 7, 1975 at 7:30 PM. <br /> <br />"""The Regular Semi-Monthly Meeting of the Elk River City Council was called to order by Mayor <br />Lundberg on April 7, 1975 at 7:30 PM. in the Council Chambers of the City Office Euilding. <br />Members present were as follows: Mayor Lundberg, Councilmembers Konop, Hudson, and Syring. <br /> <br />The minutes of the March 17, 1975 meeting were reviewed the following corrections were noted <br />the correction regarding the engineering fee for services of the Wastewater Treatment Plant <br />(be delayed) until the Federal Grant is received. Also the vote on all motion should read <br />5-0 and not 4-0. No further corrections the minutes were approved as corrected. <br /> <br />The Council will receive applications for the Council seat at 7:30 PM. April 21, 1975 <br />vacated by Rose Ann Eurke, <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Hudson approving the schooling <br />tuition fee for Mark Rieschl in the amount of $200.00. Motion unanimously carried by a vote <br />of 4-0. <br /> <br />The Council reviewed the radio service proposal but delayed action at this time until they <br />had an opportunity to review the contract. <br /> <br />Mayor Lundberg declared the week of April 14-20 1975 as " Honey Sunday Week" for the men- <br />tally handicapped of our area. <br /> <br />0" Moved. by counc. ilmember Syring and seconded by Councilmember Hudson adopting the resolution <br />urging the State Legislature to distribute all the telephone and railroad gross earning <br />. taxes to local units of governments. Motion unanimously carried by a vote of 4-0. A copy 0: <br />the resolution is attached. <br /> <br />Mayor Lundberg proclaims April 25, 1975 to May 25, 1975 as Arbor Day the planting of trees. <br /> <br />8:00 PM. the Mayor declared the receiving of City Insurance closed. The following bids were <br />recei ved: <br />1st State Insurance Agency. <br />1st National Insurance Agency. <br /> <br />The Council reviewed each of the bids recei ved with each of the Agency in attendance Dan <br />Greene 1st National, Al Froelich 1st State Agency. No action as to the awarding at this <br />time. A re-cap of the bids will have to be prepared and then reviewed. <br /> <br />Moved by Mayor Lundberg and seconded by Councilmember Hudson amending the zoning ordinance ae <br />following: "Day Care Center - the Councils interpretation of Zoning ordinance - any facilit- <br />ies which provides care of children outside of their own homes for a part of the 24 hour day <br />by persons unrelated to them by blood or marriage, except a private home providing for the <br />care of 5 children or less ( uncluding the family day care providers own children under <br />school age.) Motion unanimously carried by a vote of 4-0. <br /> <br />The issuing of the Conditional Use Permit to Mrs. Peper Walkers Day Care Center was tabled <br />until the next regular schedule meeting. <br /> <br />t)Moved by Councilmember Hudson and seconded by Councilmember Syring granting and approving <br />the Zoning Change requested by Financial Partners Inc. from a R-2 (two family) to c-1 (offic, <br />e) as recommended by the Planning Commission. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Hudson approving the payment of <br />the General ?ove:nme~t as listed.
