<br />o <br /> <br />o <br /> <br />~ <br /> <br />REGULAR SEMI-MONTHLY MEEn'ING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />March 17, 1975 at 7:30 PM. <br /> <br />The Regular Semi-Monthly Meeting of the Elk River City Council was called to order by Mayor <br />Lundberg on March 17, 1975 at 7:30 PM. in the Council Chambers of the City Office Building. <br />Members present were as follows: Mayor Lundberg, Councilmembers Konop, Hudson, Burke, and <br />Syring. <br /> <br />The minutes of the March 3, 1975 meeting were reviewed the motion pertaining to the steps <br />2 & 3 Federal Grant application was correctect to read as follows: "Moved by Councilmember <br />Hudson and seconded by Councilmember Burke authorizing the Cities Engineering firm McCombs- <br />Knutson and associates to proceed with steps 2 & 3 on the Grant application on the following <br />terms pa~r~~~ngineering servies for these plans and specification for Wastewater Treat <br />ment Plan~~L ~~Federal Grant for the construction of the facility is received. <br />If the grant is not received by January 1, 1976 the City agrees to pay McCombs-Knutson . <br />Associates interest at the rate of 1% per annum on money earned by prepartion of Plan and <br />Specification. This interest rate will continue till such time that the grant is received <br />and the invoice is paid. Motion unanimously carried by a vtoe of 4-0. s <br /> <br />The Council reviewed the open meeting law resolution submitted by the League of Minnesota <br />Municipalities. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Burke that the City adopted the <br />Open Meeting Law Resolution submitted by the League of Minnesota'Municipalites but to includ <br />the following: "Except City of Elk River disapproves that part of Subdivision No.3 <br />requiring the transcript or recording of the meeting as opposed to minutes". A copy of the <br />resolution is attached. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Mayor Lundberg and seconded by Councilmember Hudson that the City Council delay thtC! <br />taking of bids on the City insurance and continue the taking of bids until April 7, 1975 at <br />8:00 PM. because the workmens comp. insurance audit was not available in time for the bidder <br />to review. Motion unanimously carried by a vote of 4-0. <br /> <br />The Council reviewed the Finace Committee report. <br /> <br />The Council stated that they would wait until they reviewed the daily cash register tapes <br />before making any decision on the hours for opening and closing of the on-sale. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Burke authorizing the purchase <br />of additional shop tools but not to exceed $300.00 the expenditure to be split between the <br />Police and Shops 1975 budget. Motion unanimously carried by a; vote of 4-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Srying instructing the Clerk to <br />advertise in the Sherburne County Star News of the sale of the old jeep and the used <br />air compressor best offer and receive the sealed bids at 8:00 PM. April 14, 1975. Motion <br />unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Burke that the City participate <br />in the CETA I Program and that each of the department heads and the clerk use these persons <br />on .jobs that they feel are necessary. Motion unanimously carried by a vote of 4-0. <br /> <br />The Council reviewed the parking problem on School Street during school hours. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Burke adopting Ordinance No. <br />17 .06 No Parking on School Street. A copy of the ordinance is attached. Motion unanimousljl <br /> <br />carried by a vote of 4-0. <br /> <br />8:45 PM. lVIayor Lundberg declared the seconded Public Hearing on Community Needs open. <br />
