Green CoTcany <br /> July 19, 2002 <br /> File: 818250J-0240 <br /> Mr. Chris Leeseberg <br /> City of Elk River <br /> 13065 Orono Parkway <br /> Elk River, MN 55330 <br /> RE: SUBWAY RESTAURANT SITE PLAN REVIEW <br /> Dear Mr. Leeseberg: <br /> As requested we have reviewed the revised submittal for the proposed Subway Restaurant to be <br /> located on Lot 1, Block 1, Elk River Crossing Fourth Addition. Based on our review, we would offer <br /> the following comments: <br /> 1. The drive aisle behind the building adjacent to the parallel parking is shown as 23.5 feet in <br /> width. This needs to be expanded to a minimum of 24 feet in width. <br /> 2. The driveway access onto Zane Street is shown as 36 feet wide with three lanes, one coming <br /> • in and two exiting the site. The maximum allowable driveway width according to City <br /> ordinance is 30 feet. We do not think dual exiting lanes are necessary from the site. <br /> Therefore the driveway should be reduced to 30 feet in width or less. <br /> 3. The trash enclosure is shown in the northwest corner of the building; however, there is no curb <br /> cut shown to get to the trash receptacle. <br /> 4. No storm drainage calculations were provided with the submittal package. The storm sewer <br /> system of catch base using small diameter pipe is dependent upon the development of the lot <br /> immediately to the north. The storm sewer system runs into that lot and from there, ties into <br /> the storm sewer on Zane Street. We question whether or not the storm sewer is adequate to <br /> take the runoff from the lot. It is shown as 12-inch diameter pipe, which is as small as possible <br /> and a very flat grade, which minimizes the amount of storm water it can carry. We need to <br /> review and approve the storm drainage calculations, prior to the issuance of a building permit. <br /> 5. The elevations at the driveway entering onto Zane Street should be revised to raise the <br /> highpoint to maintain the storm water internal to the site. Also, there will be an easement <br /> necessary from Lot 2, Block 1, Elk River Crossing Fourth Addition, for construction of the <br /> driveway since it is on the property line and is shared access. <br /> 6. The sanitary sewer and watermain services are also dependent upon the development of the <br /> property immediately to the north. As previously discussed, there are less sewer and water <br /> services than the number of lots, since this portion of Elk River Crossing has been replatted a <br /> number of times. The replatting has made a greater number of smaller lots along the Trunk <br /> Highway 169 frontage. Due to this, the Subway Restaurant lot is one of the newly created lots <br /> that does not have a sewer and water service stubbed into it. The proposed method of <br /> providing sewer and water service is to extend the 8-inch sanitary sewer into the lot to the <br /> north, place a manhole on it, and extend the 8-inch sewer southerly into the Subway <br /> • Restaurant lot, ending in another manhole. This way each of the two buildings will be serviced <br /> off a public line.
