The items we reviewed <br /> were a site plan prepared by St. Rosa Lumber Company of Freeport, Minnesota, dated April 18, 2002, and <br /> drainage calculations prepared by Bogart Pederson and Associates, Inc., dated May 3, 2002. Based on <br /> our review of these documents and comments received at the staff review meeting, we would offer the <br /> • following comments. <br /> 1. The layout of the parking area is substantially larger than it needs to be. The three drive aisles are <br /> shown as 24 feet wide, 32 feet wide, and 38 feet wide. All three could be reduced down to the 24- <br /> foot width, which is the minimum for two-way traffic. The easterly row of parking adjacent to the curb <br /> line could be reduced to 18 feet, since there is the ability of a car to overhang the curb line. The <br /> entire perimeter of the parking area needs to include barrier concrete curb and gutter. We would <br /> suggest that concrete islands be used to define the ends of the parking aisles. <br /> 2. The access drive on to CSAH 13 is shown approximately 40 feet wide, and is not perpendicular to <br /> CSAH 13. This is too wide; the maximum driveway width for this type of development is 30 feet <br /> according to the City ordinance. Also, Sherburne County should comment on requirements such as <br /> turn lanes or bypass lanes for allowing this access on to CSAH 13. <br /> 3. The sanitary sewer and water service for the proposed church will have to come from the west, out of <br /> the Royal Oaks Ridge development. It is unlikely that the sanitary sewer is deep enough to service <br /> this church by gravity means; therefore, the church will need to provide a pumping station and <br /> forcemain to get sanitary sewer flow over to the existing sewer line. The proposed plat of the <br /> development includes a drainage and utility easement through the entire site. Bryan Adams, <br /> General Manager of the Elk River Municipal Utilities, intends to eventually loop watermain from Royal <br /> Oaks Ridge to the trunk line in CSAH 13. Perhaps this looping of the watermain could happen <br /> concurrently with providing service to the church location. In addition, at least one hydrant will need <br /> to be strategically placed on the site for fire fighting purposes. The most likely location would be in <br /> the concrete island defining the closest row of parking to the church building. It is likely additional <br /> hydrants will be needed if the future additions are built.
