• The exterior materials include brick,vinyl lap siding and vinyl shake siding.The ordinance <br /> requires that 25% of the combined building facades be brick, stucco and/or natural or <br /> artificial stone.Additional brick is needed to meet this requirement.The ordinance requires <br /> that no single façade have more than 75%of one type of exterior finish.The side elevations <br /> will have to be modified to meet this requirement.Finally,except for brick,stucco and/or <br /> natural or artificial stone,no townhome shall have more than 60%of all building facades of <br /> one type of exterior finish.Staff considers the vinyl shake siding a different finish than vinyl <br /> lap siding, therefore, the proposed elevations meet this requirement. <br /> The proposed garages do no comply with the minimum garage standards.The interior units <br /> need a garage that is 364 square feet, 342 square feet is proposed. The end units need a <br /> garage that is 564 square feet, 364 square feet is proposed. <br /> Rambler Style Townhouses <br /> From the plans included with the application it is not clear if the rambler townhouses <br /> comply with the dimensional requirements of the R3 District. The townhouses do not <br /> comply with the exterior material requirements or the breaks in the rear elevations.The front <br /> elevations are mostly garage doors and roofs with vinyl lap siding above the garage doors <br /> and unit entrances.There are also some narrow strips of brick wainscoting across the front. <br /> The rear and sides of the units are entirely vinyl lap siding.Decks are included on the rear of <br /> • the units. The long narrow spaces between the garages give the entrances to the units a <br /> canyon like appearance.Modifications to the exterior building materials and additional layout <br /> information are needed. <br /> Recommendation <br /> Staff recommends that the proposed zone change to R3 should only include the proposed <br /> townhouse area. Staff also recommends that the preliminary plat be tabled to the June <br /> regular meeting to give the applicant time to respond to the issues raised by the Commission <br /> and the following issues raised by staff: <br /> • Wetland mitigation <br /> • Grading and tree removal <br /> • Townhouse design standards <br /> • Guest parking for the townhouses <br /> • Public streets to access townhouses <br /> • Revised landscaping plan <br /> 11, • Enlargement of Outlot A <br />
