Memo to Planning Commission/ZC 02-06 and CU 02-16 <br /> May 28,2002 <br /> Page 2 <br /> • Analysis <br /> Overview <br /> Located on the property is the vacant Ron's Foods facility that is 24,000 square feet in area. <br /> The parking lot is paved and provides 114 spaces. No changes are being proposed to the <br /> exterior of the building; all improvements will be on the interior. <br /> Rezoning Request <br /> It appears that there is a discrepancy between the land use designation and the zoning <br /> designation of the site. The land use designation is clearly Highway Business with the zoning <br /> indicating multiple family. Ron's Foods,a retail facility,has occupied the site for a number <br /> of years, including prior to the most recent update to the City's Comprehensive Plan. It <br /> appears that the zoning designation of R4 Multiple Family is in fact a map error and <br /> approval of this rezoning request would make the zoning and land use designations <br /> consistent with each other. <br /> Conditional Use Permit <br /> The applicant proposes to convert the existing interior of the building into a motorized Go- <br /> Kart facility. Proposed is a Go-Kart track, pit area, bathrooms, meeting room, and <br /> III ticket/concession area. Packaged foods such as pop and chips will be sold at the concession <br /> area. Video games are also proposed along one wall of the facility. The applicant anticipates <br /> the following hours of operation: <br /> Monday-Thursday: 11:00 a.m. to 11:00 p.m. <br /> Friday: 11:00 a.m. to 12 midnight <br /> Saturday: 9:00 a.m. to 12 midnight <br /> Sunday: 9:00 a.m. to 11:00 p.m. <br /> The applicant should be required to enforce the City's curfew requirements as the age of the <br /> clientele will be those 16 years and older. <br /> The zoning code does not identify the specific number of spaces required for this proposed <br /> use. General recreation parking standards require one space four each four patrons when <br /> full. <br /> During the staff review,there were no adverse comments other than a concern in regards to <br /> adequate ventilation in order to remove the exhaust of the Go-Kart motors. The applicant <br /> will be required to comply all building code requirements in this regard. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the rezoning with <br /> III the following findings: <br /> S:\PLANNING\Case Files\CU 02-16 Austin\5-28 pc.doc <br />
