Memo to Planning Commission/P 02-09 <br /> April 23,2002 <br /> Page 2 <br /> • Overview <br /> The subject property is 15.74 acres and has extreme rolling,wooded topography covering <br /> the site. The entire eastern edge fronts County Road 77(Proctor Avenue). Ridgewood 1'& <br /> 2°d additions abut the subject property to the north and west. A single family home and <br /> accessory structure are located on the property. The accessory structure is shown to be <br /> removed. <br /> Analysis <br /> The preliminary plat is comprised of 5 lots,one of which will contain an existing dwelling <br /> arranged around a cul-de-sac. The cul-de-sac street, 1976 Court, is approximately 600'in <br /> length, which does not exceed the City's maximum length for a cul-de-sac. <br /> The lot sizes range from 2.51 acres to 3.29 acres. The proposed lots meet the minimum <br /> 160-foot required widths. The lots show a 30-foot front yard setback,however,this parcel is <br /> in the R1a district, which requires 35-foot front yard set backs. <br /> There are no sidewalks shown. <br /> Landscaping <br /> The landscape plan submitted by the developer does not comply with the ordinance. The <br /> • ordinance states that each lot shall have one street tree and one yard tree with two of each <br /> on corner lots. The two corner lots (Lot 1 & Lot 5) show only one of each. <br /> Park Dedication <br /> The Park and Recreation Commission reviewed this plat at its April 10,2002 meeting and <br /> recommended that the dedication be in land to provide a trail corridor from Big Tooth <br /> Ridge Park to County Road 77. Staff walked the site with the applicant and property owner <br /> to review the best location for this corridor. Staff will continue to work with the developer <br /> in locating this corridor somewhere along the south edge of the plat. <br /> Grading <br /> The City Engineer has addressed grading in his memo. The site will require some heavy <br /> grading on the east end of 197th Court to meet the City's ordinance requirements for <br /> allowable slope. The slope of the street is steeper than is allowed by the City's ordinance. <br /> To make the street comply with the ordinance,more grading will be required,which will <br /> remove a great deal more of trees. The remainder of the site grading will be minimal along <br /> the proposed streets to minimize tree loss. There will need to be significant grading and/or <br /> retaining walls to make a few of the lots buildable and without any detailed grading plans, <br /> there is no way to know if the proposed building pad locations will work. <br /> 11111 <br /> S:\PLANNING\Case Files\P 02-09 Echo Hill\P02-09 PC.DOC <br />
