Memo to Planning Commission/P 02-08 <br /> April 23,2002 <br /> Page 5 <br /> • Parking <br /> Parking should be provided at a rate of one stall per bedroom.The garages and driveways <br /> can provide parking to meet the resident requirements. Guest parking should be provided at <br /> l/ space per unit. Guest parking will need to occur in the driveways of the units and along <br /> the private and public streets. <br /> Grading, Drainage and Utilities <br /> Grading, drainage and utilities issues have been addressed in the City Engineer's memo. <br /> Landscaping <br /> The landscape plan submitted by the applicant includes 149 street trees,67 conifers and 67 <br /> ornamental trees for a total of 283 trees. The subdivision ordinance requires 2 trees per lot, <br /> one street tree and one yard tree. There are 133 lots therefore,a total of 266 boulevard and <br /> front yard trees are required,which is exceeded by the number proposed on the landscape <br /> plan. A detailed landscape plan for the area around the townhouses is required. <br /> Park Dedication <br /> At the Park and Recreation Commission meeting held on April 10th the Commission <br /> reviewed this request. When Trott Brook Farms was approved the park dedication <br /> • requirements were based on 600 dwelling units. The Commission recommended cash <br /> dedication for the additional 48 units over the original 600. <br /> Recommendation <br /> Staff recommends that the rezoning request,conditional use permit and the preliminary plat <br /> be tabled until the May 28`h Planning Commission in order to address the issues of access to <br /> the 41 units south of Trott Brook Parkway and east of the gas line easement and the number <br /> of townhouse driveways on Smith Drive. <br /> Should the Planning Commission recommend approval of the rezoning request,conditional <br /> use permit and the preliminary plat, staff suggests the following conditions be included: <br /> I. ALL COMMENTS OF THE CITY ENGINEER SHALL BE <br /> ADDRESSED. <br /> 2. THE DEVELOPER SHALL ENTER INTO A DEVELOPER'S <br /> AGREEMENT OUTLINING THE TERMS AND CONDITIONS OF <br /> THE DEVELOPMENT. <br /> 3. THAT THE MAILBOXES SHALL BE CLUSTERED. <br /> 4.
