Planning Commission Meeting Notes <br /> April 9,2002 <br /> Page 2 <br /> Commissioner Mesich asked about the requirements for transition zones. The ordinance <br /> III <br /> regarding transition zones was reviewed by staff. A variety of the Commission members <br /> expressed concern regarding the lack of buffer space between dwellings and wetlands,and <br /> questioned how filling and encroachment into wetland areas would be prevented. The <br /> consensus of the Commission was that the Technical Evaluation Panel should review the <br /> wetland impacts first, as it appeared a number of units would be removed and the total <br /> number reduced from the 300 currently proposed. <br /> The Commission discussed rezoning from Single Family to PUD,or to the new Townhome <br /> District and strongly indicated that the R3 District would be the required zoning district of <br /> choice. <br /> 3. Discuss Apartment Proposal-Jackson Avenue <br /> Frank Dunbar of Dunbar Development Corporation was present to review with the <br /> Commission a proposed 120-unit apartment complex. The apartment complex would be in <br /> two buildings,60 units each and located between 6th and 8th Streets,west of Jackson Avenue. <br /> The Commission discussed affordability,the value of the rents,and the history of Dunbar <br /> Development Corporation. They expressed concern with access to the Boys and Girls Club <br /> driveway and also access onto Jackson Avenue in logical locations. The Commission in <br /> general felt that this would be a good project for the City. They felt that newer apartments <br /> with updated amenities would be welcome addition to the community. The Commission <br /> agreed that a mobile workshop to the Maple Grove project being constructed by the same <br /> development company would be appropriate for the May workshop. <br /> • 4. Case No. OA 02-01 - Ordinance Amendment Regarding Massage Therapy <br /> Director of Planning McPherson reviewed the revised ordinance language. The Commission <br /> had no concerns regarding the revised language. <br /> COMMISSIONER MESICH MOVED TO RECOMMEND APPROVAL OF AN <br /> ORDINANCE AMENDMENT REGARDING MASSAGE THERAPY,CASE NO. <br /> OA 02-01 WITH THE LANGUAGE RECOMMENDED BY STAFF. <br /> COMMISSIONER BAKER SECONDED THE MOTION. THE MOTION <br /> CARRIED 6-0. <br /> 5.
