• MEETING NOTES <br /> ELK RIVER PLANNING COMMISSION <br /> WORKSHOP MEETING <br /> TUESDAY, MARCH 12, 2002 <br /> Members Present: Chair Pederson,Commissioners Anderson,Baker(arrived at 6:40 p.m.), <br /> Franz,Jenson,Mesich and Ropp. Commissioner Mesich left at 7:15 pm. <br /> Members Absent: None <br /> Staff Present: Michele McPherson,Director of Planning <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof,the meeting of the Elk River Planning Commission <br /> was called to order at 6:30 p.m. by Chair Pederson. <br /> 2. Consider School in Business Park District <br /> Kim Hanning,representing Canterbury School,a private school that is looking for space to <br /> occupy on a temporary basis within the City of Elk River. Ms. Hanning described the <br /> school,the proposed curriculum,the principles on which the school would be organized, <br /> and the number of initial students (40). The school is interested in locating in the Joplin <br /> • Street Business Park facilities. The Commission discussed hours of operation, safety, <br /> especially exercise and health requirements. <br /> It was suggested that perhaps an interim use permit could be considered for this use,as the <br /> district does allow vocational and trade schools. <br /> The Commission directed Ms.Hanning to pursue an application for an interim use permit. <br /> 3. Consider Subdivision for the Becker Property <br /> Doc,representing Tollefson Development,appeared before the Commission to review a <br /> mixed residential subdivision of 320 units on 113 acres. Approximately 67 acres are <br /> buildable due to a number of wetlands on the site. The Commission in general indicated <br /> opposition to additional townhomes,however,Doc indicated that the land use guides the <br /> property for medium density residential. His proposal is for 4.7 units per acre is well within <br /> the 8 units per acre allowed by the underlying land use. <br /> Commissioner Anderson stated that he felt there was too much density on the site and that <br /> it was not good stewardship of the land. Commissioner Franz asked if the site could <br /> support the 320 units,considering that the grading calculations have been done on a very <br /> preliminary basis. <br /> Having no other specific oppositions to the proposal,the discussion concluded. <br /> III <br />
