J Draft—For Discussion <br /> iik <br /> -�-� <br /> River <br /> MEMORANDUM <br /> TO: Mayor and City Council <br /> FROM: Michele McPherson, Director of Planning <br /> DATE: January 22, 2002 <br /> SUBJECT: Comprehensive Plan Review Process <br /> Background <br /> At the November 19`h City Council meeting, the City Council directed the Planning <br /> Commission to formulate a recommendation regarding review of the Comprehensive Plan. <br /> • The Commission discussed this at its December 18, 2001 meeting. <br /> Analysis <br /> At the December 18`h meeting,the Planning Commission was asked to respond to a series of <br /> questions submitted by staff. Those questions were: <br /> 1. In your own words, describe what is the purpose of the Comprehensive Plan. <br /> 2. What are the issues of concern that are precipitating a desire to evaluate the City's <br /> current Comprehensive Plan? Do you feel that these issues will be resolved by a <br /> Comprehensive Plan rewrite, or does the solution lie in the City's zoning and <br /> subdivision standards? <br /> 3. What process would you use to evaluate the Comprehensive Plan? Would it include <br /> some type of moratorium? <br /> Purpose of the Comprehensive Plan <br /> The Commission agreed that the purpose of a Comprehensive Plan is to establish land use <br /> policies for a shared vision of the community and to provide long-term planning for a <br /> functional community. The Comprehensive Plan also provides for orderly development and <br /> managed growth of the City. The plan,in the minds of the Commissioners,can be used as a <br /> • basis for denial or approval of land use requests. <br />
