Memo to Planning Commission/P 01-14 <br /> November 27,2001 <br /> Page 6 <br /> IIIHistoric Preservation <br /> The Historic Preservation Commission reviewed the project site. Stone artifacts have been <br /> found on the site. Their memo and recommendation is attached. <br /> Park Dedication <br /> At the Park and Recreation Commission meeting of November 14,2001 the Commission <br /> reviewed the request for park dedication purposes. The Commission recommended cash <br /> dedication for the subdivision due to the presence of Hillside City Park, a recreation area <br /> directly east of and adjacent to the project. Sidewalks will be provided as required on each <br /> of the public streets,and a 25-foot trail easement will provide access to Hillside City Park. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the request to the <br /> City Council with the following: <br /> Findings of Fact for the Rezoning Request: <br /> I. THE REQUEST IS CONSISTENT WITH THE LAND USE PLAN. <br /> 2. THE REQUEST WILL NOT ADVERSELY IMPACT ADJACENT <br /> • PROPERTY OWNERS OR LAND USES. <br /> 3. THE REQUEST PROVIDES AN OPPORTUNITY TO PROVIDE <br /> ADDITIONAL HOUSING TYPES AND STYLES SERVING A <br /> DIVERSE POPULATION WITHIN THE CITY. <br /> Conditions of Approval, Preliminary Plat <br /> I. ALL COMMENTS OF THE CITY ENGINEER SHALL BE <br /> ADDRESSED. <br /> 2. THE CUL-DE-SAC ON STREET A SHALL BE RELOCATED TO BE <br /> ADJACENT TO THE BLACK PROPERTY. <br /> 3. PHASING OF THE CONSTRUCTION OF UNITS SHALL BE <br /> DETERMINED AND TIMED BASED ON CONNECTING THE <br /> STREETS IN THE SUBDIVISION TO A SECOND ACCESS POINT <br /> (TEMPORARY OR PERMANENT) TO TWIN LAKES ROAD. <br /> 4.
