• <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: The Planning Commission <br /> FROM: Michele McPhersor;'Director of Planning <br /> DATE: November 20, 2001 <br /> SUBJECT: Comprehensive Plan Review <br /> At the City Council meeting of November 19, 2001, the Council directed staff to work with <br /> the Planning Commission to develop a recommendation regarding the process by which the <br /> City's Comprehensive Plan will be evaluated. We will be discussing this issue at the <br /> December 11, 2001 Planning Commission Workshop. <br /> • Prior to that meeting, I would like for each of the Planning Commission members to identify <br /> the following: <br /> 1. What issues of great concern should be evaluated during this comprehensive plan <br /> review? <br /> 2. Is there a need to implement some type of moratorium that would affect building <br /> permits, preliminary and/or final plat applications, etc? Would these moratoria <br /> affect residential, commercial and/or industrial developments? <br /> 3. The preferred process for plan review (i.e., Consultant facilitated? Staff facilitated? <br /> Steering Committee such as the 1995 process?) <br /> In order to formulate a detailed recommendation of the City Council,it will be helpful for <br /> the Commission members to think strongly about these issues.
