•
Elk
River
MEMORANDUM
TO: The Planning Commission
FROM: Michele McPhersor;'Director of Planning
DATE: November 20, 2001
SUBJECT: Comprehensive Plan Review
At the City Council meeting of November 19, 2001, the Council directed staff to work with
the Planning Commission to develop a recommendation regarding the process by which the
City's Comprehensive Plan will be evaluated. We will be discussing this issue at the
December 11, 2001 Planning Commission Workshop.
• Prior to that meeting, I would like for each of the Planning Commission members to identify
the following:
1. What issues of great concern should be evaluated during this comprehensive plan
review?
2. Is there a need to implement some type of moratorium that would affect building
permits, preliminary and/or final plat applications, etc? Would these moratoria
affect residential, commercial and/or industrial developments?
3. The preferred process for plan review (i.e., Consultant facilitated? Staff facilitated?
Steering Committee such as the 1995 process?)
In order to formulate a detailed recommendation of the City Council,it will be helpful for
the Commission members to think strongly about these issues. If you have questions,
please feel free to contact me at 441-4902, or Scott Harlicker, Senior Planner at 441-4914.
Thank you.
MM:jak
