<br /> <br /> <br /> <br />REGUlAR SEMI-MONTHLY MEETING OF THE <br />CITY -COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />October 7, 1974 at 7:30 PM. <br /> <br />The Regular Semi-Monthly meeting of the Elk River City Council was called to order by <br />Mayor Lundberg on October 7, 1974 at 7:30 PM. in the Council Chambers of the City Gffice <br />Bldg. Members present were as follows: Mayor Lundberg, Councilmembers Cooper, Hudson, <br />Syring and Burke. <br /> <br />The regular minutes of September 16, 1974 and Special minutes of September 23, 1974 were <br />reviewed as there were no additions or corrections the minutes were approved as printed. <br /> <br />Moved by Councilmember Hudson and seconded by CouncilmemberCooper approving the payment <br />to Cris Construction, Inc. in the amount of $9,093.40. Motion unanimously carried by a <br />vote of 5-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Syring to adopt the 1975 <br />levies by the various funds to be levied upon the taxable property in the City of Elk River <br />General Revenue $19,334.15, Library Fund $6,000.00, Public Works Reserve $3,600.00, <br />Utilities $8,875.00, Parking Facilities $888.00, Dutch Elm $1,775.00, Civil Defense $1,000. <br />and Firemens Releif Fund $140.00 for a total levy of $41,612.15. Motion unanimously carried <br />by a vote of 5-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Cooper approving to reduce <br />the 1974-75 Library tax levy by $7,000.00 thus certify $16,418.00 to the Sherburne <br />County Auditor. Motion Unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Cooper and seconded by Councilmember Hudson approving and accepting <br />the Maintenance agreement with Sherburne County in the amount of $1,500.00 to maintain <br />No. 12 and Trunk Highway 169 within the City limits for winter snow and ice control for <br />one year period from October 1, 1974 to October 1, 1975. Motion unanimously carried by a <br />vote of 5-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Hudson approve the renewal <br />request of Stanley Moreland proprietor of Stan's Riverside Bar for his 3.2 non intox- <br />icating on and off sale liquor license. Motion unanimously carried by a vote of 5-0. <br /> <br />8: 10 PM. Mayor Lundberg deciared the Public Assessment Hearing on the Municipal Parking <br />Lot open. <br />Lyle Swanson, City Engineer conducted the meeting. Several property owners were in <br />attendance. The following comments were made: (a) didn't receive all notices of hearings. <br />(b) why is the City making the business pay for something that is owned by the City? <br />(c) sq. footage of other businesses are incorrect. (d) the overall total cost is too much. <br />As there was no other comments made the Mayor declared the Public Hearing closed at ~: 45 <br />PM. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Burke to adopt and accept the <br />Assessment rolls for the Municipal Downtown Parking Lot (revised plan four (4) distance <br />factor) as calculated by the City Engineering firm of McCombs~nutson Associates, Inc. <br />Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Burke and seconded by Councilmember Syring that the Municipal <br />Downtown Parking Lot Assessment Rolls be certified to the Sherburne County Auditors <br />
