Memo to Planning Commission/P 01-12 <br /> August 28,2001 <br /> Page 2 <br /> required in order to allow the development of the property prior to the availability of sewer <br /> IIIand water.The City Council approved Mr.Brueske's request for the interim use permit on <br /> June 18, 2001. He is now before the Commission, and next month the City Council, for <br /> preliminary plat approval.Once the plat is approved the final step in the process is site plan <br /> review of the actual development plans. His business is a permitted use that requires only <br /> administrative site plan review. <br /> Existing Conditions <br /> The applicant is proposing to plat a 5.47 acre parcel into a 4.58 acre lot and a .89 acre lot. <br /> The property is located at the northeast corner of Highway 169/10 and 165th Avenue.There <br /> is an existing one story metal building on the property;it houses a recycling business and <br /> office space for a church. There is also some outdoor storage located next to a detached <br /> garage at the rear of the property. There is paved parking area around the front of the <br /> building and a gravel surface around the rear.Adjacent land uses include the RDF plant to <br /> the east and agricultural fields to the north, south and west. <br /> Lot Size <br /> Lot 1 is proposed to be 4.58 acres and will contain the existing buildings and the <br /> parking/loading areas. Lot 1 meets the dimensional requirements of the I1 zoning district. <br /> Lot 2 is proposed to be .89 acres; the minimum lot size is 1 acre. Lot 2 will have to be <br /> adjusted so that it complies with the 1 acre minimum lot size.Lot 2 complies with all other <br /> • dimensional requirements of the I1 district. <br /> Access <br /> The property has 3 existing access driveways,one on Highway 169 and two on 165th Avenue. <br /> All three of the access drives are proposed to remain open.The eastern most drive on 1656 <br /> Avenue will be moved further east to provide access to the new lot. The other access on <br /> 165th Avenue is very close to the intersection of Highway 169 and 165th Avenue and should <br /> be realigned so that it is not as wide (30 feet) and moved further from the intersection. <br /> Grading, Drainage and Utilities <br /> Grading, drainage and utility issues are noted in the City Engineer's memo. <br /> Park Dedication Requirements <br /> The park dedication requirement for industrial land is$2,000 per acre.The plat of Sunny <br /> Acres is 5.47 acres.The Park and Recreation Commission recommended cash dedication of <br /> $10,940 for this plat. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the preliminary <br /> • plat request for Sunny Acres with the following conditions: <br /> S:\PLANNING\SCOTT\P01-12.DOC <br />
