<br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COWCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />SePtember~, 1974 at 7:30 PM. <br /> <br />The Regular Semi-Monthly meeting of the Elk River City Council was called to order by Mayor <br />Lundberg on September 3, 1974 at 7:30 PM. in the Council Chambers of the City Office Bldg. <br />Members present were as follows: Mayor Lundberg, Councilmembers Syring, Hudson and Cooper <br /> <br />The minutes of August 19, 1974 meeting were corrected as follows: Moved by Councilmember <br />Hudson and seconded by Councilmember Burke that they rehire Jim Theilke in the Municipal <br />Liquor Store Off-Sale Department and that all employees of the liquor Store are to check all <br />ID's accuratly and that any employee in the future that sell liquor to a minor will be <br />dismissed immediately and that there will be no exceptions to this ruling by the City Council. <br />Motion unanimously carried by a vote of 5-0. No further additions or corrections the minutes <br />were approved as printed. <br /> <br />Residents of Lake Orono were in attendance requesting the boat landing be vacated they <br />submitted a petition to that effect. The Council stated that York Ave. could not be vacated <br />until another landing was established. This matter will be turned over to the Park Board <br />for futher study. <br /> <br />The Council reviewed the letter from Marvin George regarding his plans for the street paving <br />in School View 1st Addition. <br /> <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember SYring approving Northwesterns <br />Bell request to bury, 'Motion Unanimously carried by a vote of 4-0. <br />cable. <br />Moved by Councilmember Hudson and seconded by Councilmember Syring to approve the Legion <br />Clubs renewal request for their Club Lic. Motion unanimously carried by a vote of 4-'J. <br /> <br />Lyle Swanson met with the Council and submitted the preliminary assessment rolls for <br />School View First Addition on sewer and watermains, Street Improvements and the Downtown <br />Parking Lot Project for Councils review. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Syring radify original motion <br />approving the preliminary assessment rolls and calling for a public hearing for Sept. 16, <br />1974 at B:OO PM. for Parking Lot, B:30 PM for Street Improvements and 9:00 PM for School <br />View 1st Addition Sewer and Watermains. Motion unanimously carried by a vote of 4-'J. <br /> <br />Moved by Councilmember SYring and seconded Councilmember Hudson approving paying the day <br />election judges and night counter election judges $3.00 per hour and the registration typist <br />$2.00 per hour for the primary election t~Reld Sept. 10, 1974. Motion unanimously carried <br />by a vote of 4-0. <br /> <br />Lyle Swanson also submitted for Councils review the second report on this infiltration inflow <br />analysis report on our sanitary sewer system dated August 74. <br /> <br />Wilbur Daniels met with the Council regarding the swimming pool project he gave a Committee <br />report on there progress to date. <br /> <br /> <br />Mr. Daniels also representing the Retailers requesting that trash cans be placed in the <br />downtown area and also that the 2 hour parking to be inforced. The Council requested that <br />they submit some cost figures on the trash can for our next meeting. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Hudson to implament the following <br />traffic changes. <br />1. East curb - Jackson to Hwy #10 (paint yellow). <br />2. King Ave from Exit on west side of the new parking lot to Hwy. #10 (paint yellow) <br />3. Irving Ave. (west side) from third st. to the alley behind Adam'S (paint yellow) <br />4. Put up 10 min. parking signs on Irving by the Post Office (east side) <br />5. No parking on Irving from end of post office to Fourth St. (east side) <br />
