Memo to the Planning Commission/CU 00-42 <br /> December 27,2000 <br /> Page 2 <br /> III <br /> like to continue parking on his property for his business. Occasionally the <br /> trailers are brought home loaded. Mr. Krause has also indicated that <br /> occasionally some of his friends stop by with their semi tractors and trailers <br /> on their way home from work, but never overnight. The guests also park in <br /> Mr. Krause's driveway. <br /> Existing Conditions <br /> The residential property is kept neat and orderly with the semi tractor and <br /> trailers being parked between the house and pole building. The driveway is <br /> adequately surfaced with gravel to support the heavy vehicles and is well <br /> maintained. The semi-tractor and trailers are parked about 200 feet from the <br /> home to the north and is screened by an existing pole building and a triple <br /> row of conifers. The applicant's property lies at an elevation roughly 20' <br /> lower than the property to the north. <br /> Complaints <br /> This item has been brought forward after a complaint from a neighbor, <br /> however staff is unaware of any other previous complaints filed against the <br /> applicant. <br /> • Analysis <br /> The property appears large enough with an adequate distance and, or <br /> screening from adjacent properties to accommodate this land use in the <br /> residential zoning district. The issues related to trucking that tend to become <br /> nuisances are usually related to noise and fumes from idling, hours of <br /> operation, unsightliness of the use, repair and maintenance of equipment on <br /> site, and wear and tear on streets. <br /> Issues specific to this request that the Commission should include: idling of <br /> the truck for the refrigeration trailer when it is loaded, frequency of fully <br /> loaded trailers on the property and whether it is appropriate, repair and <br /> maintenance of the tractor and trailers on the property, and whether or not <br /> friend's tractors and trailers should be allowed to park on the property. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the <br /> request with the following conditions: <br /> 1.
