Memo to the Planning Commission/P 00-18 <br /> November 28,2000 <br /> Page 3 <br /> • Grading, Drainage and Erosion Control <br /> Lots 2,3 and 4, Block 7 appear to have excessively steep side yard slopes. The <br /> grading for Lot 1, Block 7 spills over onto the side yard of an existing residential <br /> property. The developer is proposing to custom grade Lots 20, 21 and 22, Block 6 <br /> and has shown no proposed contours at this time. Staff recommends that the <br /> proposed grades be shown on the development plan (See Attached Exhibit A) <br /> For additional analysis, see the attached Howard R. Green Memorandum. <br /> Utilities <br /> (See the Attached Howard R. Green Memorandum). <br /> Tree Preservation <br /> Most of the existing woods will be removed with construction. All trees shown as <br /> preserved shall be protected prior to clearing or site grading by fencing the drip line <br /> of protected trees and the limit of grading with a snow fence to prevent unnecessary <br /> grading, compaction, or storage of debris or equipment. <br /> 50-Foot No Cut Zone <br /> • A fifty foot no cut zone was required as part of the Hillside Crossings commercial <br /> development to provide a buffer between the commercial area and future residential <br /> development. This area is presently shown as backyards with some grading and <br /> tree removal within the buffer area in addition to what was needed to construct <br /> 196th Lane. The no cut zone as shown will provide only minimal buffering of noise <br /> and light from the Menards lumberyard. In the Hillside Estates First Addition, the <br /> lots adjacent the commercial zoning were in excess of 200 FT deep, at least 65 FT <br /> deeper than the required 135 feet lot depth. This was in response to the Planning <br /> Commission's concern that there needed to be a buffer of trees between the <br /> commercial and residential areas. Staff recommends that lots 12,13,14 and 15, <br /> Block 1 be lengthened to a minimum depth of 185 FT to provide the adequate <br /> buffering (See attached Exhibit A). <br /> Landscaping <br /> The Landscape and Tree Preservation Plan conforms to City requirements. No <br /> landscaping has been proposed for the park area, however staff has prepared a <br /> landscape plan for the park (See attached Exhibit C, Hillside Estates Park and Trail <br /> Plan). <br /> Development Signs <br /> No development signs have been indicated. <br /> • Roads <br /> \\elkriver\sys\shrdoc\planning\stevewen\pcmmo\p00-18pp.doc <br />
