Memo to Planning Commission/CU 00-37 Page 2 <br /> September 26,2000 <br /> trailer storage area. The amended site plan did not include widening the <br /> 411 driveways. <br /> The applicant has indicated that the need for a 60 foot wide driveway is driven by <br /> their use of 110 foot tractor/trailer rigs. At the time of the 1996 approval and the <br /> 1998 amendment, they did not use these larger rigs. A 36 foot wide driveway is <br /> not wide enough for the larger tractor/trailers to make a right or left turn from <br /> 171st into the site. <br /> The site plan includes an extended concrete apron outside of the driveway curb <br /> on 171st Avenue. With this extended concrete apron on both sides of the <br /> driveway, the driveway width at the curb line is 130 feet. The proposed driveway <br /> width at the property line is 60 feet. <br /> The plans provided show that trucks making a right turn into the site will have to <br /> start that turn from the center east-bound lane. The applicant has indicated that <br /> they need the 60 foot wide drive so that tractors/trailers would not have to cross <br /> the center line in order turn into the site. Since 171st is a major east/west arterial <br /> street, staff does not feel it is appropriate and is not comfortable recommending <br /> approval of a driveway that is designed to have tractor/trailers crossing the center <br /> line in order to make a right turn into the site. It appears that even a 60 foot wide <br /> driveway is not wide enough to provide suitable access for tractor/trailers that are <br /> 110 feet long. The applicant has indicated that expanding the driveway from <br /> III Ulysses is not an option. It may be that this site is not capable of handling <br /> tractor/trailers that are 110 feet long. <br /> The City Engineer will be in attendance at Tuesday's meeting to answer any <br /> questions. <br /> Recommendation <br /> Staff recommends the Planning Commission deny LeFebvre Company's request <br /> to amend their conditional use permit to allow a 60 foot wide driveway from 171st <br /> Avenue based on the following findings: <br /> 1. The proposed driveway expansion would encourage traffic movements <br /> that will create congestion, interfere with traffic flow and create traffic <br /> hazards on 171st Avenue. <br /> • <br /> S:\PLANNING\SCOTT\C00037.DOC <br />
