Memo to the Planning Commission/CU 00-38 <br /> September 26,2000 <br /> Page 3 <br /> The applicant has complied with conditions 1 and 4 and the site plan <br /> III submitted shows that the applicant intends to comply with the remaining <br /> conditions. These conditions will be made a condition of this conditional use <br /> permit. <br /> Emergency Vehicle Access <br /> The access to the garage will be from the emergency vehicle easement area on <br /> the south side of the building. This easement will be posted no parking and <br /> will be subject to enforcement. The detail shop will be entirely within the <br /> building and will not interfere with the easement. This will be made a <br /> condition of the conditional use permit. <br /> Landscaping <br /> No new landscaping has been proposed at this time, however the existing <br /> landscaping has been badly maintained in the past. The only existing trees <br /> are located on the rear property line. Additional trees should be planted as <br /> shown on the attached plan (recommended improvements). <br /> Parking <br /> 110 An additional 6 parking stalls can be incorporated behind the building with a <br /> 15-foot drive lane for one-way traffic. City Ordinance requires no additional <br /> parking or carwashes, however a detail shop will have employees and <br /> associated employee parking. Staff recommends that additional parking be <br /> provided for cars waiting to be serviced and for employees. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the <br /> conditional use permit to allow a carwash detail shop with the following <br /> conditions: <br /> 1. THAT THE EMERGENCY SERVICE VEHICLE EASEMENT BE POSTED"NO <br /> PARKING/FIRE LANE." <br /> 2. THE CURB CUT ON DODGE STREET BE REDUCED TO 30 FEET IN <br /> WIDTH,THE MAXIMUM ALLOWED BY CITY ORDINANCE. <br /> 3. THAT A LANDSCAPE ISLAND BE ADDED ON THE NORTH SIDE OF THE <br /> PARKING LOT ADJACENT TO DODGE STREET. <br /> 4.
