Memo to the Planning Commission/P 00-16 <br /> September 26,2000 <br /> Page 2 <br /> NW. The applicant is platting the lot in order to construct a new Elk River <br /> IIIMuffler and Brake. City Ordinance requires that commercial, industrial or <br /> multifamily property be platted prior to issuance of building permits. The lot <br /> conforms to the minimum requirements of the L1 zoning district. <br /> Existing Conditions <br /> The lot is mostly open with a few trees and a portion of a wetland in the <br /> southwest corner. There is also a gas line easement that crosses the property <br /> along the Ulysses Street alignment. <br /> Right-of-Way <br /> The City is requiring that 0.39-acres of land be granted for additional 171st <br /> Avenue right-of-way and for an extension of the Ulysses Street right-of-way. <br /> Additional 171st Avenue right-of-way is needed in order to extend the Tyler <br /> Street trail westward and to accommodate the widening of 171st near <br /> LeFebvre and Morrell Trucking. <br /> Drainage and Utility Easements <br /> The required drainage easement has been provided over the existing wetland <br /> • and around the perimeter of the property. The plat should show access <br /> control along the 171st frontage with all access from Ulysses Street (See <br /> Howard R. Green Memorandum). <br /> Park Dedication <br /> The Park and Recreation Commission recommended that the council accept a <br /> cash dedication in lieu of land at the rate of$2000 per acre. <br /> Assessments <br /> Trunk and lateral assessments have been levied against this property and <br /> shall be paid by the applicant. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the <br /> preliminary plat of Houles First Addition with the following conditions: <br /> 1.
