Memo to the Planning Commission/CU 00-34 <br /> September 26,2000 <br /> Page 2 <br /> addition was constructed as an end-cap with the front of the building facing <br /> 1111 north. In the original plans for Elk Park Center the retail space was to have <br /> faced east towards Freeport similar to the existing tenant spaces. With the <br /> building facing north, the visibility from Freeport and the main parking area <br /> is limited. The PUD Sign Agreement presently allows only one sign centered <br /> over the entrance doors of the tenant space or leased area for multi-tenant <br /> buildings. Caribou is located at the northeast corner of the new retail area <br /> and would like to install two signs, one over the entrance on the north side as <br /> allowed by the PUD Sign Agreement and an additional sign facing east. <br /> Salina's Salon is moving into the remaining 4800 SF of retail space occupying <br /> the northwest corner. Salina's entrance also faces north and has only one sign <br /> over its entrance with little or no visibility to the east. <br /> PUD Sign Agreement <br /> The PUD Sign Agreement allows only one sign centered over the entrance <br /> doors of the tenant space or leased area for multi-tenant buildings. The new <br /> 6,372 SF of retail space constructed in 1999 faces to the north rather than to <br /> the east as originally proposed. The new retail space has limited visibility <br /> from Freeport Street or Highway 169. By allowing a second sign over the <br /> tenant lease space, Caribou Coffee will have improved visibility. <br /> IIApproval of this conditional use permit will also affect Hollywood Video and <br /> Hirshfield Paint who are also corner tenants in multi-tenant buildings with <br /> the potential for two signs. This ordinance amendment would not improve <br /> visibility for Salina's Salon as their corner faces Jackson Avenue. <br /> Staff recommends amending the PUD Sign Agreement to allow a second sign <br /> for corner tenants as long as the second sign is within their leased space and <br /> has similar restrictions in size and location. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of <br /> conditional use permit CU 00-34, amending the Elk Park Center PUD Sign <br /> Agreement as follows: <br /> 2. Capital letters shall be no larger than 32" high; lower case letters <br /> shall be no larger than 24" high. Signs shall be centered over the <br /> entrance doors to the tenant space, or the leased area, but in no case <br /> shall they extend closer than 3' — 4' from the projected lease line.
