�`l `\ <br /> Item # <br /> itv of <br /> MEMORANDUM <br /> �� , River <br /> TO: Mayor & City Council <br /> FROM: Michele McPherso , Director of Planning <br /> DATE: December 13, 1999 <br /> SUBJECT: Temporary Parking Lot, Elk River High <br /> School <br /> Request <br /> The School District requests permission to build a temporary parking lot connected to <br /> and west of their newly reconstructed parking lot. <br /> Attachments <br /> • Location Map <br /> II/ <br /> • Letter from Ron Bratlie, Director of Support Services, ISD #728 <br /> • Map of Parking Lot, New Parking Area <br /> Analysis <br /> In order to prevent students from crossing Proctor Road, the School District has <br /> decided to close the parking lot adjacent to the Oak Knoll baseball fields/park. <br /> Students are currently crossing Proctor Road in the middle of the street and not using <br /> the approved crosswalk. <br /> To provide additional parking, the School District would like to allow parking in a <br /> designated area on the athletic field between the High School and Vandenberg. The <br /> area would be marked by stakes and strings and would provide four rows of additional <br /> parking. Access would be gained through the "welcome center" off of School Street. At ' <br /> this time, the School District is proposing no improvements to this area, including no <br /> class V. This area is proposed to be Phase H of the parking lot expansion. <br /> While the zoning ordinance does not address "temporary" or "interim" uses at this time, <br /> approval of this request is appropriate for public safety reasons. The School District is <br /> requesting use of this area until June 15, 2000, at which time the area should be <br /> restored, the parking lot expanded (if the referendum passes), or an Interim Use Permit <br /> IIIbe approved. <br /> 11065 Oiono Parkway • P.O.
