Caribou Coffee is <br /> • proposing to locate in the remaining lease space at he western corner with <br /> walls facing west and north. Both tenants would like to have signs on the east <br /> face of the building facing Freeport Street and Highway 169. <br /> PUD Sign Agreement <br /> The PUD Sign Agreement allows only one sign centered over the entrance <br /> doors of the tenant space or leased area for multi-tenant buildings. The <br /> Salina's Salon and Caribou Coffee have entrances that face north and their <br /> corresponding signs would not be very visible from Freeport Street or Highway <br /> 169. Locating the Salina's sign on the east wall of their leased space would <br /> allow the Salon more visibility from Freeport Street and Highway 169. <br /> This is not the case with Caribou Coffee. Locating their sign on the east corner <br /> of the building would put the Caribou Coffee sign on the Salina's leased <br /> frontage. By itself, this location is a good location for a second Caribou sign <br /> with much better visibility. However, if this were allowed, other tenant in Elk <br /> Park Center would then be able to put signs on building walls facing Highway <br /> 169, for instance near Hollywood Video and Hirshfields Paint. Enforcement of <br /> the sign ordinance would be difficult and there would be little control over <br /> location of signs in the PUD. <br /> • Staff recommends amending the PUD Sign Agreement to allow a second sign <br /> for corner tenants as long as the second sign is on their leased space and has <br /> similar restrictions in size and location. If this were the case, Caribou could <br /> place a second sign facing Jackson Street. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of <br /> conditional use permit CU 00-27, amending the Elk Park Center PUD Sign <br /> Agreement as follows: <br /> 2. Capitol letters shall be no larger than 32" high, lower case letters <br /> shall be no larger than 24" high. Signs shall be centered over the <br /> entrance doors to the tenant space, or the leased area, but in no case <br /> shall they extend closer than 3' —4' from the projected lease line. For <br /> corner tenants, a second sign of the same size, extending no closer than <br /> 3' — 4' from the leased line or the corner, is allowed on the second <br /> building frontage wall. <br /> • <br /> \\elkriver\sys\shrdoc\planning\stevewen\pcmmo\cu00-27.doc <br />
