From that meeting there was direction to finalize a policy for considering rectangular rapid <br /> flashing beacon (RRFB) and determining a funding source for their installation. <br /> Staff further reviewed the Minnesota Manual on Uniform Traffic Control Devises (MMUTCD) and <br /> found quantitative guidelines for the installation of a similar flashing beacon system at uncontrolled <br /> pedestrian crossings in Section 4F.01. Applying the peak hour traffic volumes,pedestrian volumes, and <br /> crossing width, to the requirements of Section 4F.01, the crossing of Twin Lakes Road at the north <br /> intersection of Industrial Circle warrants the installation of a flashing crosswalk system. Due to their <br /> effectiveness at gaining the attention of motorists, staff recommends installing the RRFB system at this <br /> location over the conventional older style flash beacon system. <br /> The attached plan shows the improvements that would be complete as part of the proposed project. <br /> This plan provides a complete ADA accessible crosswalk at this location with user actuated solar flashing <br /> signs, advance signage, curb replacement,pedestrian ramp installation, striping and restoration. <br /> Financial Impact <br /> The estimated to cost of the project is $20,000. As detailed in the attached letter, Spectrum School has <br /> committed a$5,000 contribution toward the project.
