e RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK RIVER, MINNESOTA Requesting the Legislature 'of the State of Minnesota to authorize the City of Elk River to issue $260,000.00 in General Obligation Bonds for construction, equipping and furnishing of a Municipal Library. WHEREAS, on December 18, 1973, the Village of Elk River, Minnesota, did hold a special election on the question: "Shall the Village of Elk River, Minnesota, be authorized to borrow money by issuing its General Obligation Bonds in an amount not to exceed $210,000.00 to finance the acquisition, construction, equipping and furnishing of a Municipal Library in the Village," and WHEREAS, the vote of the public on said question was canvassed as 160 yes, 82 no and the question declared passed, and WHEREAS, a technical defect, through no fault of the Village, has arisen casting doubt on the validity of the proceedure used in publishing notice of the election, and WHEREAS, the total cost of the library project, exclusive of land acquisition, is estimated at $260,000.00, and WHEREAS, the Village has received pledges of eash gifts for the library project in the future total amount of $90,000.00 pay- able over the next eight years; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELK RIVER, MINNESOTA THAT: e 1. The City of Elk River requests the Legislature of the State of Minnesota to authorize the City of Elk River to issue its General Obligation Bonds up to the amount of $260,000.00 for the construction, equipping, and furnishing of the Municipal Library in the City, notwithstanding its debt limitations and without further referendum in order that the technical question of the validity of the previously held election may be put to rest and in order to facilitate the financing of the additional $50,000.00 required for construction over and above the election authoriza- tion. e
