EOty1 ,., Request for Action
River
To Item Number
Mayor and City Council 4.7
Agenda Section Meeting Date Prepared by
ConsentJuly 16, 2018 Tim Sevcik, Street and Park Superintendent
Item Description Reviewed by
Deer Herd Management Plan Michael Hecker,Parks and Recreation Director
Reviewed by
Cal Portner, City Administrator
Action Requested
Approve,by motion, authorization to conduct controlled archery deer hunts within select park units.
Background/Discussion
In 2016 and 2017, the city conducted controlled archery deer hunts in an effort to control deer
populations within city parks. Staff and volunteers have worked with hunters over the past years to
modify and refine the hunts in order ensure public safety, hunt efficiency and effectiveness.
In 2017, 60 hunters applied and 30 hunters were selected to participate in the hunts. Hunters observed
443 deer during the hunt period and harvested 15 deer; 6 does, 5 bucks, and 4 fawns.
Following the controlled archery deer hunts, staff and volunteers conducted a post-hunt meeting with the
selected hunters to gather feedback and recommendations. Following the meeting, staff and volunteers
reviewed the recommendations and developed the 2017 Deer Herd Management Plan.
Key changes for the 2018 plan include removing Meadowvale Heights Park, reducing Hillside City Park
from four zones to two, and adding a sixth zone at Woodland Trails Regional Park. Additionally, the
application fee was increased from $5 to $10 and the processing fee of$25 for successful applicants was
eliminated in order to streamline the application process.
Hunter selection will be conducted by lottery preference point with 26 total permits available. All hunters
selected must complete an archery proficiency test and attend a mandatory pre-hunt orientation meeting.
The parks will remain open to the public for the duration of the hunts. Public notification will be
provided on the city website, through social media outlets and via signs located near access points to the
parks.
Financial Impact
■ $10 application fee due at time of application
Attachments
■ 2018 Deer Herd Management Archery Hunt Rules
POWERED 6T
A IR
