Houlton <br /> Conservation Area. <br /> Background/Discussion <br /> A member of the Minnesota Recreation and Parks Association (MRPA) Awards Committee will present <br /> to City Council the annual MRPA Award of Excellence for the William H. Houlton Conservation Area. <br /> The award is given to an organization that has completed a project that exemplifies the highest level of <br /> excellence in Parks and Recreation. <br /> The MPRA Awards of Excellence program grants awards in seven categories including park and facility, <br /> programming and events, sustainability, communications,volunteer initiatives, administrative or <br /> management strategies, and sponsorships and partnerships. The W. H.
