Motion <br />unanimously carried by a vote of 4-0. <br /> <br />Moved,by Councilmember Syring and seconded by Councilmember Burke authorizing $100.00 <br />to Ch~f of Police Bob Olson for tuition, meals and mileage to attend the Annual <br />Police Chiefs Seminar. Motion w.as carried by a vote of 3-1. The following members <br />voted yes Councilmember SYring, Burke and Cooper. Those. members voted no Mayor Lundberg.. <br />Member absent Councilmember Hudson. <br /> <br />. <br /> <br />Bob Olson reported that he has had several complaints regarding various problems at Clubs <br />in the City that hold teenage dances and the consumption of liquor in places that do not <br />have proper licenses. He further requested that Council consider looking into the <br />possiblity of requiring establishments that hold public dances be charged a permit dance <br />fee and be required t04ngage a uniformed officer during the hours of such dances. The <br />Council stated that they will investigate this matter and send notices of there <br />decision or action on Mr. Olsons recommendations. <br /> <br />Moved by Councilmember Cooper and seconded by Councilmember Burke authorizing the payment of <br />the General Government bills dated 2-4-74 as listed and the Liquor Store bills dated 2-19-74 <br />as listed for payment. Motion unanimously carried by a vote of 4-0. <br /> <br />Mayor Lundberg gave a progress report on the development of a BiCentennial Commission for <br />the City of Elk River. <br /> <br />Moved by Mayor Lundberg and seconded by Councilmember Cooper that the lights that are <br />presently lighting the three "Welcome to Elk River" signs be turned off for the following <br />reasons: <br />To conserve on energy and because of the unsitely condition of the signs. Motion <br />unanimously carried by a vote of 4-0. <br /> <br />The clerk was instructed to draft a letter to the Chamber of Commerce regarding . <br />the status of the three signs. <br /> <br />Moved by Councilmember SYring and seconded by Councilmember Cooper adopting the resolution <br />requesting the Legislature of the State of Minnesota to authorize the City of Elk River <br />to issure $260,000.00 in General Obligation Bonds for'the construction, equipping <br />and furnishing of a Municipal Library. A copy of the resolution is attached. Motion <br />unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Burke authorizing the <br />Clerk-Treasurer to attend the Municipal Clerks & Finance Officers Conference and further <br />authorize the expendatures for the tuition and other expenses directly pertaknging to <br />the Conference. Motion Unanimously carried by a vote of 4-0. <br /> <br />The Council reviewed the Finance Committee report of there February 11th meeting. <br /> <br />Moved by Councilmember Burke and seconded by Courmilmember Syring that they hold off on any <br />further action on the proposed new Off sale liquor store because at this time it does not <br />appear to beAreasible venture due to the current trend of the Nation and its energy crises. <br />Motion unanimously carried by a vote of 4-0. <br /> <br />The Finance Committee will obtain some cost figures on similar type building to use for <br />comparison. A letter will also be drafted to Mr. Nuejahr stating the Councils present <br />position and also draft a letter to Ridegewood County Estates asking them if they are <br />still going to proceed with the rest of the development even thou the City is not and if <br />so would they be interested in purchasing our present tract of land, further if not . <br />would they have any objections to the City advertizing the sale of this property. <br /> <br />No further business the meeting adjourned at 12:08~ <br />
