<br /> <br /> <br /> <br />~ <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />March 4, 1974 at 7:30 PM. <br /> <br />The Regular Semi-Monthly meeting of the Elk River City Council was called to order by <br />Mayor Lundberg on March 4, 1974 at 7:30 PM. in the Council Chambers of the City Office <br />Bldg. Members present were as follows: Mayor Lundberg, Councilmembers Cooper, Hudson, Syring <br />and Burke. <br /> <br />Minutes of the February 19, 1974 "meeting were corrected as follows: The motion pertaining to <br />the conditions of acceptance to the Plat plan of Ridgewood East to read" Moved by <br />Councilmember Syring and seconded by Councilmember Burke adopting the conditions <br />imposed regarding the development of the Ridgewood East plat as a conditions to the <br />acceptance of said plat area" A copy of these conditions is attached. Motion unanimously <br />carried by a vote of 4-0., also a few spelling corrections were noted corrections were <br />made on the original minutes after the corrections were noted the minutes were approved <br />as corrected. <br /> <br />The Council reviewed the final plans and specifications on the New Library Building <br />prepared by McEnary, Krafft, Birch and Kilgore Inc. Architects. Discussion was held regardi~ <br />the way in which the notice of the bid should be handled. <br />I. One bid covering all areas of construction under the General Contractor. <br />II. Three separate bids General Mechanical and Electrical. <br />Conclusion: <br />One bid from (Bneral Contractor listing the Mechanical & Electrical by Company name and <br />their bid price to the General Contra.ctor. /~ <br />v <br /> <br />Mayor Lundberg at 8:00 PM. declared the public hearing for the proposed water & sewer <br />improvements for School View 1st Addition open. Approximately one half of the residents <br />from that area were in attendance. <br /> <br />Marvin George stated that if the water and sewer could be put in this year he would have <br />the Streets paved by the Fall 1974. <br /> <br />~/ <br /> <br />Mr. McCombs conducted the hearing he is a member of the Cities Engineering Firm. He stated <br />that the assessments were based on a per lot figure: rather than a footage type assessment. <br /> <br />Most residentS had no objections" to having the water lines instalf~d but did have <br />reservations to the sewer line because they could not justify paying for a sewer line that <br />they could not use for approximately two years or at which time the Federal funds would <br />be avalible for the expansion of our present Sewer Plant facilites. All residents <br />present did voice that they difinitly wanted the streets paved. The possibility of the <br />construction of a lift station in this area would a]ow the residents to hook-up to <br />the sewer however this would cause an additional tax assessment burden. No further <br />discussion the Mayor declared the hearing closed at 9:06 PM. <br /> <br />Moved by Councilmember Burke and seconded by Councilmember Syring to accept and approve <br />the preliminary Engineering report as originally presented for Sanitary Sewer and Watermain <br />Extension for School View First Addition and the construction of a Well and Iron Removal <br />Plant for the City of Elk River dated Feb. 4, 1974 and prepared by McCombs Knutson <br />Assoicates Inc. and ordered the Plans & Specification for these Improvements. Motion <br />carried. <br />Mr. James LaDuke met with the Council regarding the construction of a garage on his <br />property on School Street however he would need a variance of 6 inches on the side lot <br />requirements. The Council stated that he would have to refer his request to the Planning <br />Commission and they inturn would have to hold a Public Hearing. <br />
