<br /> <br /> <br /> <br />--, <br /> <br />SPECIAL COUNCIL M~~~ETING <br />November 28, 1977 at 10:30 P.M. <br /> <br />Members present: Mayor Lundberg, Councilmembers otto, Syring, Konop and Toth. <br /> <br />Mayor Lundberg revie'lj>jed the action and recommendation taken by the Planning <br />Commission. <br /> <br />Moved by Councilmember Toth and seconded by Councilmember Otto approving the <br />recommendations for the Planning Commission to grant the zoning change from a <br />R-1 (single family) District to a C-1 (office and institutional) requested by <br />Joe Bailey t6 include a conditional usage provision to build a Masonic Lodge <br />on the main level and one (1) rental commercial usage and one (1) rental unit <br />apartment on the lower level on the property bounded by Upland Avenue, Highway <br /># 10 and the proposed service road South of U.S. Highway 10 and further con- <br />ditioned upon the City obtaining an easement for the proposed service road, to <br />incluee a final legal discription of the property to be rezoned, eostsfor <br />surveying to be 5aro City 50% Mr. Bailey and that the final issuance of the zoning <br />change will not be issued until proof of the actu81 building proposed is varified <br />by the City Council. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Konop authorizing <br />City Enrrineer, Lyle Swanson to have the necessary survey work done on the <br />Joe_Eaileyproperty as set forth in the zoning change requested. Motion <br />unanimously carried by a vote of It.-O. <br /> <br />The Council discussed the advantages and disadvantages of Modern Building Systems <br />building proposal reauest to the city. <br /> <br />The Council asked Mr. Art Hagen if the conditions set forth in the motion <br />would be agreeable to them, Mr. Hagen reply yes they could live with the pre~ <br />scribed conditions. <br /> <br />Hoved by Councilmember Syring and seconded by Councilmember Konop based on <br />the recommendation of the Planning Commission even though the motion failed <br />the Council approves the variance reauests of Modern Building System to con- <br />struct a supermarket ane: drug store outlet on the property located at North- <br />bound Center Planned Unit Development U. S. H~~ 169 and Jrd. Street with the <br />following conditions: allow a 20 foot set back on the Hest property line, <br />15 foot s~t back on the North property line, 10 foot for parking only on the <br />East property line, provide 125 total parking spaces, providerrsBitable land- <br />scaping on the 10 foot strip on the North end of the property, building total <br />20uare footage not to exceed 24,000 sa. feet and the developer provide and <br />construct, install the storm sewer, street widening as per HcCombs-Knutson <br />Engineering report dated November 28, 1977 and all cost for these improvements <br />to be the total cost of the developer. Motion unanimously carried by a vote <br />of }j-O. <br /> <br />Hoved by Councilmember Konop and seconded by Councilmember otto to accept the <br />lowest bid of Carlson Store Fixture Company in the amount of $7,941.00 for the <br />self service cooler for the Southbound off-sale Liquor Store. Motion unanimously <br />carried by a vote of 4-0. <br />
