Meeting oalled to order at 7:30 P.M. by Mayor Madsen. <br /> <br />2. .Agenda <br /> <br />Consideration ofa rail orossing petition for the Peterson Addition and <br />oonsideration of the Fire Department ramp on the Mississippi River were <br />added to the agenda as items #19 and #20 respeotively. COUNCILMAN OTTO <br />MOVED APPROVAL OF THE AGENDA. AS CORRlOOTED. COUNCILMAN TOTH S!X:O:NDED THE <br />MOTION. MOTION PASSED 2-0. <br /> <br />3. Minutes <br /> <br />COUNCILMAN OTTO MOVED APPROVAL OF THE MINUTES OF JANUARY 8, 1979. COUNCIL- <br />MAN TOTH S!X:O:NDED THE MOTION. MOTION PASSED 2-0. <br /> <br />4. Open Mike <br /> <br />Elaine Anderson appeared and asked if questions involving the Polioe <br />Department manpower situation and other problems addressed at a reoent <br />series of Chamber of Commerce and Retailers Assooiation meetings had <br />been'resolved. The City Administrator explained the previous meetings <br />to the City Counoil for background purposes, and indioated that a request <br />for a follow-up report from the Polioe Chief had been made in order to <br />determine what problems the City may have, if ~, with manpower and <br />ooverage in the Polioe Department. The Administrator indioated :fUrther <br />that when this report was oompleted it would be sent to the CityCounoil <br />and oonsidered as an agenda item. <br /> <br />5. GreenheadAores 2nd Addition Final Plat <br /> <br />The petitioner, Lloyd Anderson, was present at the meeting to present <br />and review the plat with the City Counoil. After a brief review and <br />idsoussion, OOUNCILMAN OTTO MOVED TO APPROVE THE GREEmlEAD ACRES 2nd <br />ADDITION FINAL PLAT WITH THE STIPULATION THAT 20% OF EACH LOT SALE lIE <br />PLACED IN AN ESCROW ACCOUNT AS A GtJIRANTEE FOR COMPLETION OF <br />IMPROVEMENTS UPON REQUESTS FOR BUILDING .PERMITS. COUNCILMAN TOTH <br />SECONDED THE MOTION. MOTION PASSED 2-0. <br /> <br />6. Consider Funding Request of Rum River Citizens League <br /> <br />The City Administrator explained that the Rum River Citizens League <br />was oompiling a booklet of governmental offioials and their addresses, whioh <br />would inolude the City of Elk River, and that the Rum River Citizens League <br />
