The Administrator <br />indicated that through either a miscn.lculation or lack of cmmnrmic at ion , the <br />seller revenues for 1978 ItJould be le;:;s them anticipated and as such, the Bel\Ter <br />fund would not be generating a surplus as originally was projected.
