<br />o <br /> <br />o <br /> <br />o <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />May 1, 1978 at 7:30 P.M. <br /> <br />Members present: Mayor Madsen, Councilmembers Otto, Toth, Duitsman and <br />Engstrom. <br /> <br />Moved by Councilmember Duitsman and seconded by Councilmember Toth approving <br />the minutes of the regular meeting April 17, 1978 ",Ii th the following corrections. <br />It should read 75 miles per hour on passenger trains and speed reductions apply <br />only to freight trains. The minutes then were approved as corrected. Motion <br />unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Toth and seconded by Councilmember Duitsman approving <br />the minutes of the special meeting of April 24, 1978 as there were no additions <br />or corrections the minutes were approved as printed. Motion unanimously carried <br />by a vote of 4-0. <br /> <br />Larry Jordahl met with the Council regarding the sewer line problem and asked <br />the question as to who was responsible. City Engeneer Lyle Swanson will <br />check the old plans to see if the city installed the stubs into ~he private <br />properties for that area. <br /> <br />No final action will be taken until all data has been presented for Council <br />review on the matter. <br /> <br />Gene Schuldt met with the Council regarding this years swimming program. <br />The Park Board recommends that the beach at Lake Orono be open on week-ends <br />only and to provide life guards. <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Duitsman approving <br />the Park Boards schedule for providing life guards at Orono beach on week- <br />ends Q1nly Saturdays and Sundays from 2:00 P.M. to 9:00 P.M. and leave the <br />fencing up and the dock. Motion unanimously carried by a vote of 4-0. <br /> <br />Andrew Merry of Juran and Moody's Inc. met with the Council requesting <br />authorization of the City Council to grant Mattson Properties to apply for <br />tax exempt revenue bonds to develope East Main Plaza. They referred the <br />matter over to the City Attorney for a legal opinion. <br /> <br />Neil Larson met with the Council regarding phase 2 for Ridgewood East <br />(water and street improvement). <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Engstrom instructing <br />the City Engeneer to advertize for bids for watermains and street improvement <br />for Ridgewood East and set the bid opening for June 5, 1978. Motion unanimously <br />carried by a vote of 4-0. <br /> <br />City Engeneer, Lyle Swanson was also instructed to contact Tom Koller <br />regarding street signs for Ridgewood East. <br /> <br />The Council discussed the dog catchers opening. <br /> <br />Moved by Councilmember Engstrom and seconded by Councilmember Otto setting <br />the hourly base rate of $4.50 per hour for Oliver Micheau to answer only dog <br />
