I <br />Yea's Duitsman, Engstrom <br />Nea's Toth, Otto <br /> <br />Mayor Madsen voted Yea, Motion passed. <br /> <br />RESOLUTION 1-3-78 <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Duitsman that be <br />it resolved that the City of Elk River, hereby requests the 25% maintance <br />funds from the 1978 Minnesota State Aid from the State Treasurers office. <br />Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Duitsman and seconded by Councilmember Engstrom <br />nominate and appoint Jim Jewett (Ward 2) to the Library Board (1-1-78 to <br />12-31-80) and Ralph Brown (Ward 2) to the Park Board (1-1-78 to 12-31-78) <br />Motion unanimou!i?ly" carried by a vote of 5-0. <br /> <br />Jim Hansen representing Pavemaster Inc. met before Council along with Street <br />Superintendant Ken Nelson for the purpose of answering questions regarding <br />the lack of proper snowplo~ communications and sanding. Mr. Hansen <br />stated, that they.would let the matter carry .on for the present buy would <br />review the matter again after.the next snow fall. <br /> <br />Chief of Police, Joe Zerwas met with the C,ouncil as request. <br /> <br />The Health &: Safety Committee reviewed and made the following recommendations <br />to Mr. Zerwas'letter. <br />1. It would not be necessary to do any extra patrolling in the Town- <br />ship but take the calls for the present. <br />2. The extra cost for gas, oil and tires will receive consideration <br />as this would be an extra cost over the 1978 budget and submit a <br />estimated cost after a three months of experiance has been realized. <br />3. The request to use CETA funds for additional help was referred to <br />the Health and Safety Committee for their review and recommendations. <br /> <br />Moved by Councilmember otto and seconded by Councilmember Duitsman adopting <br />resolution No. 1-278 authorizing the Mayor to execute all necessary documments <br />under the terms of EPA and Water Pollution Control Act (33 U.S.C. 466 et seq.) <br />Motion unanimously carried by a vote of 5-0. A copy of the resolution .is <br />attached. <br /> <br />~oved by Councilmember Duitsman and seconded by Councilmember Engstrom that <br />after the 1977 City Financial Audit is completed that the Clerk submit to <br />the Council at the second regular meeting of each month a city financial <br />statement of fund balances. Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Duitsman and seconded by Gouncilmember Otto to increase <br />the City Council annual salaries effective 1-1-78 Mayor $1,600.00 per year, <br />Councilmembers $1,200.00 per year and the costs to be split evenly between the <br />the two old governing bodies 1978 budgets.
