The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2 . Agenda <br /> <br />Item 12b. - Minnesota Star Cities Economic Connnission is changed to the Connnittee <br />Session of the City Council meeting. <br /> <br />COUNCILMAN TOTH MOVED TO APPROVE THE DECEMBER 6, 1982 CITY COUNCIL AGENDA AS AMENDED. <br />COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Minutes of the November 15,. 1982 City Council Meeting <br /> <br />COUNCILMAN ENGSTROM MOVED TO APPROVE THE MINUTES OF THE NOVEMBER 15, 1982 CITY <br />COUNCIL. MEETING. COUNCILMAN TOTH SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Minutes of the November 22, 1982 City Council Meeting <br /> <br />COUNCILMAN TOTH MOVED TO APPROVE THE MINUTES OF THE NOVEMBER 22, 1982 CITY COUNCIL <br />MEETING. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE.MOTION PASSED 4-0,. <br /> <br />4. Open Mike <br /> <br />Mr. John Clark of 814 Proctor Avenue, appeared before the City Council to express <br />his opposition to police officers tagging cars parked in the handicapped zone at <br />the Ron's Country Market. Mr. Clark indicated that the handicapped markings are <br />stenciled onto the parking lot and are very hard to see at night, and further in- <br />dicated that a young girl, a member of his church, was tagged for parking in the <br />handicap zone. Mr. Clark indicated that he felt the police officers should use <br />some discretion in giving tickets and further indicated that he felt law-abiding <br />citizens should not be given a ticket for parking in a handicap zone. Mr. Clark <br />further indicated that he felt the young person should not receive a parking ticket <br />as it was no fault of her own. <br /> <br />Councilman Schuldt indicated that the law enforcement people were doing their job <br />and were within the duty of their job. Councilman Schuldt further indicated that <br />police officers and law enforcement does not allow for discretion and further in- <br />dicated that it is their duty to enforce the law. <br /> <br />Mayor Hinkle suggested that the City Administrator talk to the owner of the Ron's <br />Country Market regarding the possibility of better marking the handicap parking <br />area. <br /> <br />5. Submission Date for Barthel Industrial Revenue Bond Financial Data <br /> <br />The City Administrator indicated that Mr. Ken Barthel has indicated that the <br />financial projections for the Barthel Planned Unit Development project should be <br />
