<br /> <br />City Council Minutes <br />August 23, 1982 <br />Page Ten <br /> <br />, <br /> <br />Mayor Hinkle indicated that Danceland was entitled to a hearing before the City <br />Council and that the City Council should allow them the time limit to get their <br />machines licensed. It was the consensus of the City Council to send a letter to <br />Danceland requesting that they comply with the City's ordinance within ten days <br />or to appear before the City Council at their September 7th, 1982 City Council <br />meeting. <br /> <br />D. Fritz vs. the City of Elk River Interest Rate Opinion <br /> <br />The City Administrator indicated that a letter in response to the request for an <br />opinion from the City Attorney had been received regarding the rate of interest <br />on the special assessment refunds for the Peterson Addition. The City Administra- <br />tor indicated that it is the opinion of the City's attorney that the special as~ . <br />sessment refund accrued interest at the legal rate of six percent until the date <br />that the judgement was entered and from that date forward, interest was accrued <br />at a rate of eleven percent established by State Statute 549.09. <br /> <br />E. September Cit~ Council Meeting Dates <br /> <br />The City Administrator indicated that the first Monday in September is Labor <br />Day and that according to City Code, the scheduled City Council meeting should <br />be held on Tuesday, September 7th. <br /> <br />F. Certificates of Equipment <br /> <br />Councilman Duitsman questioned the interest rate estimated for the sale of the <br />certificates and the interest rate on the City's investments. The City Admin- <br />istrator indicated that by the sale of certificates for the police cars, it would <br />remove that cost from the levy limit implemented by the State and further in- <br />dicated that the proposed or estimated interest rate for the certificates was <br />approximately ten to eleven percent and that the City's investments are at <br />approximately eleven percent at the current time. <br /> <br />15. Check Register <br /> <br />COUNCILMAN SCHULDT MOVED TO APPROVE THE AUGUST 23, 1982 CHECK REGISTER. COUNCILMAN <br />TOTHSECONDEDTHEMOTION. THE MOTION PASSED 4-0. <br /> <br />16. Tentative Agenda <br /> <br />Ordinance language regarding mobile homes in agricultural areas, Danceland Amusement <br />Device License, the Municipal Parking Lot, and an ordinance regarding mobile homes in <br />bheCity of Elk River, are all items tentatively scheduled for the September 7th City <br />Council meeting. <br /> <br />There being no further business, COUNCILMAN TOTHMOVED THAT THE MEETING BE ADJOURNED. <br />COUNCILMAN SCHULDT SECONDED THE MOTION.
